The story was about the fraudulent vendor payment and recovery matter; told from the City’s perspective.
That isn’t the whole story.
 In a city media release on May 23, 2019 the City discovered it was a victim of a fraud where a single transaction in the amount of $503,026.66 was made to a falsified bank account in response to a complex phishing email requesting to change banking information for an established City vendor. The transaction was in the form of an electronic transfer of funds made to the vendor on May 16, 2019.
Later in 2019, the Gazette had a conversation with a member of Council who told us at that time that the city was going to recover some of the money that was taken. We were surprised that a Council member chose to discuss a matter that was discussed in a CLOSED session of Council – but these things do happen.
Another report made mention of the recovery of $100,000.00 by the City in November of 2023. This brings the total recovery in this case to $422,641.67 which was seen as most likely to be final recovery.
The City’s strategy to recover the defrauded funds included making a claim against the City’s insurance Cyber Crime Policy, commencing civil litigation proceedings, and negotiating a restitution order as part of the criminal proceedings in this case.
The following methods of recovery were utilized in this case:
(a) Insurance Recovery:
A claim was filed with the City’s insurers under its Cyber Crime Policy, which had the maximum policy limit of $250,000, and was subject to a $50,000 deductible. Through negotiations with the City’s Legal Services staff, the City’s insurers, ultimately agreed to waive the $50,000 deductible, and made a payment to the City in the full amount of the policy limit, being $250,000.
(b) Civil Litigation:
The City also retained the services of external legal counsel to commence a Statement of Claim in the Superior Court of Justice and to freeze the bank accounts into which the City funds were deposited and subsequently transferred to. The City was ultimately able to secure the recovery of $72,671.67 of those funds. The details of this litigation will be reported on separately as part of the City’s tri-annual litigation report.
(c) Criminal Proceedings:
 Milton Court House where criminal proceedings took place. Initially, Halton Region Police Service laid charges against three individuals in connection to the fraud perpetrated on the City. Criminal proceedings were pursued against only one of the three accused individuals, and charges against the others were withdrawn.
The Gazette took part in one of the criminal hearings which, at the time, were done virtually. One of the issues during the hearing was if the lawyers had been fully retained. One of the accused had not, at the time, fully retained his lawyer.
The City made a request of the Crown seeking a restitution order in its favour as part of the criminal proceeding resolution. As a result of this request and successful criminal plea negotiations between the accused and the Crown, in November of 2023 the City received a recovery of a further amount of $100,000.00 in the form of restitution.
The total financial impact to the City to date is $110,406.85 which includes the unrecoverable amount plus legal and investigative expenses related to the recovery of the funds to date.
Nothing was ever done about the disclosure of background information to the Gazette.

Marit Stiles, the Leader of the Official Opposition NDP, submitted a request to the Integrity Commissioner this morning, asking him to investigate whether former Conservative cabinet minister Kaleed Rasheed broke the Members’ Integrity Act when he and two of Ford’s senior advisors jetted off to Las Vegas with a Greenbelt land speculator.
 Kaleed Rasheed. former Cabinet Minister “Mr. Rasheed’s story on what happened in Las Vegas has changed many times,” Stiles said. “And every new piece of information raises more questions than answers, but all suggest a pattern of preferential treatment.”
Rasheed gave up his cabinet post and resigned from the Conservative caucus after reports surfaced that he and Ford’s advisors provided incorrect testimony to the Integrity Commissioner on their now-infamous trip to Las Vegas with developer Shakir Rehmatullah. Knowingly lying under oath is known as perjury in Canada’s Criminal Code.
“People are frustrated with how expensive life has become and with a government that is choosing not to do a thing about it,” Stiles said. “They’re angry that Ontario has a corrupt government that has brought back a cash-for-access culture at Queen’s Park.”
“Step by step, we’re going to put an end to it.”
BACKGROUND:

- In June 2023, an investigation from The Trillium revealed that former Conservative Minister and MPP for Mississauga East—Cooksville went to Las Vegas with Greenbelt developer Shakir Remtullah
- In August 2023, the Office of the Integrity Commissioner reviewed this trip as a part of his larger investigation into former Conservative Housing Minister Steve Clark, who resigned the following month after the report concluded he violated the Member’s Integrity Act.
- Khaleed Rasheed’s trip to Las Vegas included prominent developer Shakir Rehmatullah, former Conservative Principal Secretary, Amin Massoudi, and Jae Truesdell, the government’s former housing policy
- Rasheed, Massoudi, and Truesdell all provided incorrect testimonies on the dates of this trip; they all said the trip was in 2019, when it really was in
- All three corrected their record with the integrity commissioner once the media reported evidence to the contrary, which raises serious concerns.
- Rasheed claimed to the Integrity Commissioner that he was only in Vegas once since being elected – in December, 2019. However, reports later showed that not only was he not there in 2019 (he was in fact there in 2020), but also that he had another trip in February, 2023.
- Rasheed provided banking records to show proof of repayment for the trip show a deposit of $2,000 on December 20, 2019, which would have been prior to the trip and prior to any reported repayments from either Mr. Massoudi or Mr. Truesdell. The amount does not match the amounts that Mr. Massoudi and Mr. Truesdell indicated they provided to Mr. Rasheed. This was also documented by media reports. This raises more questions.
- Rehmatullah has a documented history of preferential treatment from the Ford government. As the developer who made one of the most significant gains in the now reversed Greenbelt grab, the details of this trip is necessary to understand whether Mr. Rehmatullah received or provided information that led to government policy changes for his own material benefit.
- Page 106, paragraph 421 of the Integrity Commissioner’s report on former Housing Minister Steve Clark: “On the evidence, I am unable to make a definitive finding as to what or who prompted Rehmatullah in the Fall of 2022 to take the steps he did to request that his small piece of land and the land of two of his fellow members of a landowners group be removed from the Greenbelt. But I find it is more likely than not that someone did.”

We were advised today that there is a fifth candidate: Dr. Adil Shamji. Our apologies for missing that.
The campaign for a new Ontario Liberal party leader reached Burlington on the weekend. Ted Hsu, currently the MPP for Kingston and the Islands, wants to lead the party and is crisscrossing the province to meet people who will be part of the process when a leadership convention takes place early in December.
Voting for the new leader will be a ranked ballot event instead of a convention at which the delegates choose.
 Ted Hsu, one of four candidates for the leadership of the Ontario Liberal Party Ted Hsu has been the MPP for Kingston and the Islands since the 2022 Ontario provincial election. He formerly served as federal Liberal MP for the Kingston and the Islands riding from 2011 to 2015, but chose not to run for re-election so he could spend more time with his family.
Hsu officially launched his Liberal leadership campaign late in May. He was joined on stage by guitarist Rob Baker of the Tragically Hip.
In a telephone interview Hsu took me though his views on key issues: energy, long term health care, protecting the Greenbelt and ensuring the homes that are going to be needed are built.
Hsu takes a strong policy view to running the province if he gets the opportunity but is realistic enough to know that policy doesn’t get you very far when it comes to votes. He knows that getting in front of people and pressing the flesh is the way elections are won.
He doesn’t have a quickly recognized profile that he can rely upon. The group he met with in Burlington was small, it’s summer time, people want to enjoy the weather and do family events.
Hsu said he thinks we are going to have to rely more on nuclear for the energy the province needs and that Ontario needs to “marshal the resources it has” and make the tools and technology that is in place available to the private sector who will create the jobs needed to grow the economy.
Hsu was very firm on the creation of gas plants – “We need to avoid going that route – fossil fuels are not a solution – they are the problem.

Hsu takes the approach that voters are going to have to trust the people they choose to lead them. He spoke of the ‘Ring of Fire’, a northern area 540 km northeast of Thunder Bay Ontario where the unproven mineral deposits lie underneath the carbon-rich peatlands of the James Bay Lowlands.
Mining that part of the province was an issue in the 2022 election. There are outstanding questions about the Ring of Fire that that Hsu believes have to resolved first with the Indigenous community who Hsu said have a veto.
Hsu said he feels people elected to office need to bring a level of humility to the work they do and to constantly check on the work they do. “We need to be constantly testing and checking the impact of the decisions they make.
Asked if he thought the Ontario Liberals need to do what the federal Liberals did in the 60’s when they held a national conference in Kingston on what the country needed in the way of a social policy.
Few would argue that Ontario desperately needs a distinct social policy; Hsu was non-committal on such an approach but he certainly knew what the 60’s event was all about and the role it played in creating many of the federal government programs in place today.
Re-earning the trust of voters was a phrase Hsu used often – “let them ask the hard questions, Hsu wanted the public to be able to poke and prod, he said he felt politicians had to be bold and fearless and risk losing some votes.
“We have to work at changing the culture” he said.
Ted Hsu was born in Bartsville, Oklahoma and moved to Canada when his father got a job teaching at Queen’s University. He graduated from Queen’s and pursued graduate studies at Princeton University, where he completed his PhD in physics in 1989. Hsu worked as a researcher and trader in Paris and Philadelphia for Banque Nationale de Paris, and as an executive director in the Tokyo office of Morgan Stanley, a global investment bank.

The new one-time Grocery Rebate will deliver targeted inflation relief for 11 million low- and modest-income Canadians and families who need it most, with up to an extra $467 for eligible couples with two children; up to an extra $234 for single Canadians without children; and an extra $225 for seniors, on average.
The Grocery Rebate will be delivered to eligible Canadians on July 5, 2023, by direct deposit or cheque through the Canada Revenue Agency.
A single mother with one child and $30,000 in net income will receive $386.50 for groceries. This is in addition to the $1,160 she receives this year through the GST Credit.
A single senior with $20,000 in net income will receive $233.50 for groceries. This is in addition to the roughly $701 he receives this benefit year through the GST Credit.
A couple with two children and $35,000 in net income will receive $467 for groceries. This is in addition to the roughly $1,401 they receive this benefit year through the GST Credit.
Recipients will not need to apply for the Grocery Rebate, which will be delivered along with the July GST Credit payment.
 However, they will need to file their 2021 tax return if they have not done so already to be able to receive the payment.
The net income levels; $30,000 for a family and $20,000 for single people will cut out a lot of people. How a family with net income of $30,000 for tax purposes can survive indicates that the federal government is not in touch with what is happening at the supermarket level where the pain is severe.

Part 4 of a series
It is called a Form 4, the document every candidate who ran in a municipal election must file with the City Clerk.
 If the candidate fails to file the document they will not be permitted to run in the next municipal election. That is a pretty big stick in the hands of a City Clerk.
Candidates are required to state how much of their own money they spent to get elected. How much they received in the way of donations and what they spent the money on.
Candidates are required to open a bank account that accepts deposits and is used to pay campaign expenses. The candidate is expected to have an auditor review the statement before it is submitted.
On the lower left hand corner of a Form 4 the signature of the candidate appears and on the lower right hand corner is the signature of the City Clerk.
There is one line on a Form 4 that requires the candidate to detail how much they spent on bank charges. Bank charges – why is this amount important?
It wasn’t until we put together a list on how much each candidate spent on bank charges.

 Two numbers stood out. There were no bank charges shown for Angelo Bentivegna which suggests he may not have opened a bank account for his election campaign. Bentivegna once told the Gazette that his wife handles all the household finances. Would a wife’s purse qualify as a bank? In some households that might be the case – but we jest. This is serious business

 Money influences campaigns. People donate to an election campaign because they want to influence the outcome. A campaign funded by hundreds of small donations is a sign of a healthy community. Campaigns with a small number of large donations from a specific sector is not a healthy sign. We can only speculate on the why such a big difference. Did Galbraith use one of his private corporate bank accounts?
If that was the case did his auditor not bring this to his attention?
Lastly – did the City Clerk note the significant differences and ask the candidate to explain?
If the Clerk has the authority to prevent a candidate from running for office in a following election surely the Clerk would at least review the documents.
The Municipal Act is pretty clear.

88.22 (1) A candidate shall ensure that,
(a) no contributions of money are accepted or expenses are incurred unless one or more campaign accounts are first opened at a financial institution exclusively for the purposes of the election campaign;
(b) all contributions of money are deposited into the campaign accounts;
(c) all funds in the campaign accounts are used exclusively for the purposes of the election campaign;
(d) all payments for expenses are made from the campaign accounts
