The City of Burlington is starting its New Zoning Bylaw Project that will make it easier for residents planning home renovations, developers building new homes and businesses looking to open in Burlington. This updated zoning bylaw will:
This project will create a new Zoning Bylaw that will provide an updated set of rules for land use planning and development across Burlington.
Burlington’s new Zoning Bylaw will be done in phases. Phase 1 will focus on supporting more housing options in Burlington neighbourhoods. Residents are invited to take a quick survey until Wednesday, July 31, 2024.
Phase 1 – Residential Zones is part of an ongoing conversation about Burlington’s community housing needs and will support:
- Housing Strategy actions,
- Council’s direction to implement four units as-of-right and
- The Housing Accelerator Fund Action Plan
The City’s Official Plan Amendment to Increase Housing Options is being worked on at the same time as the New Zoning Bylaw Project and will inform Phase 1 – Residential Zones. It will focus on using planning tools including the Official Plan and Zoning Bylaw. These new policies and regulations will benefit current and future residents and get us closer to the vision for housing in Burlington.
City Council passed a resolution:
be it resolved that; Burlington City Council declare its intention to allow four units as-of-right
Staff was directed to engage with the community to implement four units as-of-right and the other actions identified in the Housing Strategy including implementing opportunities to increase the range of housing options available.
How to describe this… a failure of planning/zoning, a bribe from the liberals failed housing plan and a travesty to neighborhoods should someone build a 4-plex in a single family neighborhood.
Financially, this makes no sense and few if any will be built. Do the math… purchase a big enough lot, demolish the old house, finance it for a year, obtain permits and pay development charges, construct a new 4 unit building, legal fees, real-estate fees, land transfer tax, insurance, various professional services, and allow for profit.
A nice two bedroom condo with proper parking spaces in Burlington is $650k, times that by 4, so $2.6M. There is no chance of converting a single family home to a 4 plex and and making a decent profit – its more likely a loss.

It seems like everything is a “study” or a “project”. It takes forever and involves paying consultants huge amounts of money. Why don’t the city staff just get on with it and update the by-law?
This survey is ludicrous. There is absolutely nothing to comment on as there are no details provided. They apparently are trying to shove it up our posteriors.
The Mayor was elected to prevent this type of zoning travesty. Another failure on her leadership and this council.
Editor’s note: We don’t think this was ever a part of the mayor’s platform. She was the leading advocate for this on Council once she was Mayor and to the best of our knowledge no one voted against the decision.
Totally agree with you Marshall. The 2018 version of MMW would not have been in favour of this in my opinion, particularly as she ran on a campaign about protecting established neighbourhoods. She also used to lament ridiculously skewed surveys like this one and all the surveys since she’s become Mayor. My how things changed.
