During that time, users may experience delays or disruptions.

Why would you perform maintenance during hours when the general public may be using the service/facility? A general rule of client-centred organizations is that you do maintenance activities when they are least likely to disrupt/disadvantage those that use the service – the wee hours of the morning folks.
From the dismal quality/functionality of the COB website to the horrible video recordings of Council meetings to the inability to implement something as simple as electronic voting, this IT department aspires to reach the status of a third-rate organization. Perhaps Mr. Ridge’s $500k project management budget could be better applied elsewhere.
