There isn’t a day when we don’t hear or read something about the environment. From a world perspective it is the most important issue on the table.

Climate change leads the list of issues and how we handle waste is probably the next on the list.

Climate change is going to take place when we, as individuals, change the way we do things. Don’t let the car engine idle in cold weather and move to an electric vehicle.

Plastic waste is creating huge problems that we don’t have a handle on yet.

How we manage waste and the level of recycling is also very high on the list.

A poll done by a respected reliable public polling organization claims that 81% of people in Ontario want to be able to re-cycle–what – that number is up from 76% a year ago.

Environmental Defence, a not for profit organization that advocates on environmental issues said Ontarians want a deposit-return system for non-alcoholic beverage containers. The poll, conducted by Abacus Data, shows overwhelming public support for a better system to manage empties for drinks like pop, water and juice in the province.

The public has made its wishes known – the province hasn’t found a way to respond.

The recent announcement on plans to permit the sale of beer 24’s in convenience stores puts a different spin on how people will return their empty bottles.

That decision to sell beer at convenience stores will mean less beer being bought at the Beer stores which is expected to eventually mean fewer Beer Stores – the one place that people took their empties. If there are going to be fewer Beer Store location – well you can see the problem.

“It’s absurd how ineffective our current recycling program is, and how long it’s taken to do something about it

A recent poll commissioned by Environmental Defence found that 81 per cent of Ontarians want a deposit-return system for non-alcoholic beverage containers. The poll, conducted by Abacus Data, shows overwhelming public support for a better system to manage empties for drinks like pop, water and juice in the province. Support is up five per cent from last year when 76 per cent of Ontarians supported deposit return.

All this is handled as waste that has to be managed. A better solution is to have it delivered to retail locations and recycled. Getting the retail sector to buy into that is the problem.

Last summer, the province invited beverage companies, retailers, and other stakeholders to join a working group to explore the implementation of a deposit-return system in the province. But nearly a year has passed, and the province has yet to confirm its plan to deal with this source of plastic waste and pervasive litter. In the meantime, an estimated 1.7 billion plastic drink bottles have ended up in landfills, incinerators, and the environment.

“It’s absurd how ineffective our current recycling program is, and how long it’s taken to do something about it,” said Ashley Wallis, Associate Director at Environmental Defence. “Ontario is one of only two provinces in Canada without a comprehensive deposit-return system, and as a result, it has the worst beverage container recycling rate in the country. Bringing deposit return to Canada’s most populous province could keep upwards of a billion plastic bottles out of landfills, incinerators and the environment every year.”

The poll also asked Ontarians where they want to return their empties. More than half would prefer to return their drink containers to retail locations, like grocery and convenience stores, suggesting that ease of use and accessibility are important factors for the government to consider when designing regulations.

“Deposit return is a proven, common sense policy solution,” said Wallis. “It’s a solution Ontarians are familiar with, given the highly successful deposit system for alcoholic drink containers, and one that the public supports regardless of geography or political affiliation. We need Ontario to regulate a fair, and convenient deposit return system that ensures strong environmental outcomes and prioritizes ease of use and convenient access. There is no time to waste.”

Council approves 2024 Tax Levy Bylaw

BURLINGTON, ON

Burlington City Council approved the 2024 Tax Levy Bylaw at their last meeting. Council approval of this bylaw is an annual requirement to set tax rates for each year.

Keeping a city clean with the services citizens expect requires the collection of taxes.

The bylaw allows the City to bill 2024 property taxes and set payment due dates for final tax bills on June 19 and Sept. 19, 2024. Final tax bills will be mailed out in late May for the 2024 billing cycle.

The City of Burlington collects taxes for the City, Halton Region, and the Halton District School Boards. As shown in the chart attached, for each residential dollar collected, 50.5 per cent stays in the City, 32.8 per cent goes to Halton Region and 16.7 per cent goes to the Halton district school boards.

On April 17th, 2024, during a “Special Meeting of Council”, a by-law was passed that is a “legislative requirement in order to set the tax rates” for 2024.

Back in September 2023 Mayor Meed-Ward posted on social media saying:

“Burlington Mayor’s Budget Proposes 4.99% City Tax Impact”.

Also, back in September Eric Stern delegated before council stating that he did not understand the mayor’s social media posts. City staff confirmed that the Burlington only portion of the tax bill is increasing by 10.21%.

It is a requirement of the Municipal Act that a report be submitted to Council on remuneration and expenses paid to Councillors and appointees to local boards by March 31, of the following year.

Accordingly, under the provision of the Municipal Act, the attached itemized statement is submitted disclosing remuneration and expenses for each Member of Council and Appointed Members of our Local Boards and Committees for the year ended December 31, 2023.

In 2023, each Councillor had a budget of $10,000 to cover expenditures such as meetings, printing, mileage, newsletters, postage, professional development, telephones, and advertising.

In 2023, the Mayor had a budget of $31,087 to cover similar expenditures to those listed above, excluding the costs of leasing a vehicle for business use.

In 2022, Council approved the implementation plan for the recommendations arising from the Council Renumeration Review Working Group. Through this report by-law 45-2022 was enacted to establish a Council Special Initiatives Reserve Fund. Annually deposits to this reserve fund are made reflecting unspent discretionary funds in the respective Mayor and Councillor budgets. These funds can be utilized by Council members for special initiatives as approved by the Executive Director & Chief Financial Officer.

In 2023, a draw of $1,630 was approved by the CFO for special initiatives in Ward 2. A year end a contribution of $23,139 was transferred to the reserve fund representing the total unspent discretionary budget of Council. The total balance of this reserve fund at the end of 2023 was $71,097.

Members of City Council are also members of Regional Council. They earn salaries from the Regional Level as well.

Regional data for 2023 is not yet available.

Regional Councillors received anywhere from $7,073 up to $71,933.

Burlington Ward 3 City and Regional Councillor Rory Nisan, who was elected as the Board of Directors’ Vice President at Large last month, took home the biggest pay among councillors at $71,933.

“Spending under the Ford government has consistently been higher than it was under Wynne—whom Ford criticized frequently as a big spender during the election in 2018. Between 2017 and 2022, per-person spending (inflation-adjusted) has grown from $12,151 to $12,969.” (The Fraser Institute)

Ontario was already one of the most indebted jurisdictions in Canada. According to the the conservative think thank, The Fraser Institute, last year we paid out over $12 billion in interest payments alone. Even worse, that is projected to climb to over $15 billion annually by the time we head to the polling stations again. That is close to a 25 per cent increase over that three year period.

Ontario’s debt is approaching $400 billion, more than double that of the US state of California which has a population about equal to that of all of Canada. There was a modest surplus during the first year of the pandemic, when Mr. Trudeau’s feds were paying for just about everything. But Mr. Ford is planning to run deficits of almost $6 billion over the next two years, rivalling or exceeding those of the previous Liberal government.

According to the Fraser folks….”The irony for Ford, the deficit fighter, is that had he only maintained the inflation-adjusted per-person spending at the same level he inherited from the Wynne government, he would be closer to running a surplus today.” Our growing economy has seen revenues increasing, but they have failed to keep pace with government spending. Over $10 billion of new net debt was created last year alone and another $24 billion is expected to be created over the three year period.

So Mr. Ford has decided on a new gimmick. He’s creating an infrastructure bank, along the lines of the federal infrastructure bank. The province will ante up a few billion into the kitty and then the bank will rely on deposits from private investors. The money will be spent on provincial priorities like more long term care spaces, public transportation, etc. But, it will be arms length so the decisions about those investments will be made by a board of governors rather than our elected officials.

The federal bank, established in 2017, has been anything but a success. Then again, it was created to enable the federal government to participate in economic development for activities which might be argued are exclusively provincial or municipal. That is not a constraint for Ontario. Even so, Mr. Poilievre has called for the elimination of the Canada Infrastructure Bank. So why does Mr. Ford think his provincial bank is such a good idea?

It’s really just sleight of hand, a shell game – a simple application of smoke and mirrors. By pushing provincial spending into this new bank, he can take it off the provincial books, And the new bank will pick up all that liability instead and shrink the province’s deficits on paper, but not in reality. It’s kind of now you see it, now you don’t.

This scheme will not be cost free. Private investors, who will provide the bulk of the funds being dispersed by the bank, will demand to be paid market interest, which will be higher than what the government is currently paying on its debt. After all, this will not be provincial borrowing per se backed by the provincial government. Thus, the risk to investors will be higher. And to compensate for that risk, investors will want higher interest premiums than the government would normally have to pay.

Since more of the banks funds will thus be going into servicing the bank’s borrowing, less will be available for the various purposes for which it was created, such as funding long term care construction. Additionally, there are the not insignificant costs of establishing and operating the new bureaucracy, as well as rewarding its highly salaried staff to run the bank. Bottom line – this fancy financial dancing is the least efficient and most costly way to deliver provincial programs.

It would be less expensive for taxpayers if Mr. Ford just used the existing resources of the provincial government to pay its bills, rather than hiving those bills off onto an another costly bureaucratic agency. And of course, it certainly would be better if Mr. Ford simply reduced deficits and debt as he had promised to do back in 2018.

But that would involve revisiting taxation rates for some of the wealthiest Ontario residents. And most importantly, it would involve cutting out costly ‘pet projects’ such as the proposed Highway 413 and relocation of the Science Centre.

Did You Get Your Carbon Tax Rebate?

If you are a taxpayer in Ontario and have checked your bank account recently you should see a deposit. That is your quarterly carbon tax rebate. It may or not be shown as CAIP (climate action incentive payment) depending on the banking institution. But it is tax-free money from your federal government and intended to offset the so called federal carbon tax.

The federal government argues that it’s not properly a tax since, as a kind of revolving fund, the carbon levy is revenue neutral. Everything collected is returned to tax filers less some small amount for administration. The point of the tax is to make the costs of fossil fuels increasingly more costly so Canadians will switch to non-carbon alternative energy sources.

Though the carbon levy was originally introduced as a climate change policy, it has in fact also turned out to be a good income equity measure. The carbon tax rebate, which, in Ontario is now approaching one thousand dollars a family annually, makes Mr. Trudeau look like Robin Hood.

According to a 2023 Statistics Canada report, 94 per cent of households with incomes below $50,000 received carbon tax rebates that exceeded their carbon-tax costs in 2023. About half of these households netted out between $20 and $40 per month.

Increasing the cost of fossil fuels is a step in the right direction towards rectifying the historical distortion in resource pricing. The federal and provincial governments have been subsidizing the petroleum sector with the handouts of tax payers’ money for at least half a century, and that hides the true cost of your gasoline and heating fuel.

Ontario, for example, is now spending millions of our tax payer dollars to cap its legacy oil wells which continue to leak methane, a powerful greenhouse gas. The landscape of Alberta and Saskatchewan is dotted with old unused orphan wells. Some 170,000 or almost 40% of all the wells are in Alberta need to be capped. And it has been left up to governments to clean up this mess.

Alberta was the first jurisdiction in the country to impose a carbon tax of sorts on its industries, back in March 2007. Quebec followed with a broader consumer tax and B.C. brought in an even broader one, covering roughly 70% of provincial greenhouse gas emissions. Quebec and Ontario then had implemented a cap-and-trade emissions program which exempted them from the federal carbon tax, but Doug Ford axed Ontario’s along with all new renewable energy projects as one of his government’s first acts.

The Canadian federal carbon tax was implemented in 2019. It is a progressive tax, similar to the programs in Quebec and B.C.,and increases each year in hopes that the consumers get the message. This year it’ll be 17 cents per litre of gasoline and 15 cents per cubic metre of natural gas. That works out to roughly $80 per tonne of CO2. But, the tax will more than double by 2030.

Mr. Trudeau dealt the credibility of carbon pricing a blow when his government decided to help homeowners by removing the carbon tax from heating oil. This lapse in policy stinks of partisan politics. Moreover, that has given Mr. Poilievre ammunition in his quest to completely axe the carbon tax should he win the next election. And given the polls that is exactly what will happen in 2025 if not sooner.

Most folks I’ve asked recently have not noticed receiving their clean air incentive (CAIP) in their bank accounts, even though they likely have. And that ignorance, may be why Mr. Poilievre is gaining so much traction with his misinformation campaign about the carbon tax.

Perhaps the federal government needs to reconsider using less expensive direct deposit for the CAIP. After all, nothing communicates the truth to taxpayers better than a government cheque in their hands.

The story of that $503,026.66 that went missing from a city account is finally complete

The story was about the fraudulent vendor payment and recovery matter; told from the City’s perspective.

That isn’t the whole story.

In a city media release on May 23, 2019 the City discovered it was a victim of a fraud where a single transaction in the amount of $503,026.66 was made to a falsified bank account in response to a complex phishing email requesting to change banking information for an established City vendor. The transaction was in the form of an electronic transfer of funds made to the vendor on May 16, 2019.

Later in 2019, the Gazette had a conversation with a member of Council who told us at that time that the city was going to recover some of the money that was taken. We were surprised that a Council member chose to discuss a matter that was discussed in a CLOSED session of Council – but these things do happen.

Another report made mention of the recovery of $100,000.00 by the City in November of 2023. This brings the total recovery in this case to $422,641.67 which was seen as most likely to be final recovery.

The City’s strategy to recover the defrauded funds included making a claim against the City’s insurance Cyber Crime Policy, commencing civil litigation proceedings, and negotiating a restitution order as part of the criminal proceedings in this case.

The following methods of recovery were utilized in this case:

(a) Insurance Recovery:

A claim was filed with the City’s insurers under its Cyber Crime Policy, which had the maximum policy limit of $250,000, and was subject to a $50,000 deductible. Through negotiations with the City’s Legal Services staff, the City’s insurers, ultimately agreed to waive the $50,000 deductible, and made a payment to the City in the full amount of the policy limit, being $250,000.

(b) Civil Litigation:

The City also retained the services of external legal counsel to commence a Statement of Claim in the Superior Court of Justice and to freeze the bank accounts into which the City funds were deposited and subsequently transferred to. The City was ultimately able to secure the recovery of $72,671.67 of those funds. The details of this litigation will be reported on separately as part of the City’s tri-annual litigation report.

(c) Criminal Proceedings:

Initially, Halton Region Police Service laid charges against three individuals in connection to the fraud perpetrated on the City. Criminal proceedings were pursued against only one of the three accused individuals, and charges against the others were withdrawn.

The Gazette took part in one of the criminal hearings which, at the time, were done virtually. One of the issues during the hearing was if the lawyers had been fully retained. One of the accused had not, at the time, fully retained his lawyer.

The City made a request of the Crown seeking a restitution order in its favour as part of the criminal proceeding resolution. As a result of this request and successful criminal plea negotiations between the accused and the Crown, in November of 2023 the City received a recovery of a further amount of $100,000.00 in the form of restitution.

The total financial impact to the City to date is $110,406.85 which includes the unrecoverable amount plus legal and investigative expenses related to the recovery of the funds to date.

Nothing was ever done about the disclosure of background information to the Gazette.

Bitcoin: Digital Gold?

Bitcoin and the blockchain are well-known to everyone nowadays. However, the inner mechanisms of cryptocurrency technology often elude many. One of the primary assumptions is that Bitcoin is like digital gold.

Bitcoin emerged as an alternative to fiat currency in 2008.

While that might be true, much more is happening with Bitcoin and cryptocurrencies. In this article, we’ll clarify some important concepts and explain some intriguing proposals that can show the value of these assets as much more than a medium to store value.

It’ll become evident how important and disruptive this technology is and why there are such things as crypto casino games, decentralised apps, and many other interesting concepts.

How It Works

Bitcoin emerged as an alternative to fiat currency in 2008. Naturally, it’s a concept tied to economics, so it’s used profusely in online casinos. However, let’s briefly forget Bitcoin’s economic value and delve into the technical aspects.

Bitcoin is a network with no central authority. That means all users participating in this network are at the same level. In this network, users can send and receive bitcoins and store them in a Bitcoin wallet.

That’s when the concept of “blockchain” shows up. It’s a public ledger, meaning it’s a registry of all transactions throughout the network. Each user has all the data everybody else has. This is why it’s called a decentralised network.

There are enormous implications for this. First, you can send and receive bitcoins anywhere, at all times. Since no one controls it, there are low to no fees, depending on the transaction type. Plus, there can’t be any manipulation.

For example, central banks control the supply of money in a country. They can decide to enable certain policies to exert control, which might be unfavourable for people. This isn’t the case with Bitcoin.

Since it works by consensus, it’s almost impossible to tamper with. If a hacker wanted to manipulate the network, they would have to somehow control a significant amount of participating devices, which is almost impossible.

Gold, Casinos, and More

Some of the best examples of Bit Coin use are online casinos.

This is a significant development. Imagine there’s a decentralised news app covering a government scandal. Since all participants have the information, it would be impossible to censor. This is why Bitcoin and its peers are more than assets for speculating their values.

Furthermore, it shows how disruptive technology can impact society and shake its foundations. Whether we’ll live in a centralised or decentralised world remains to be seen, but the discussion wouldn’t exist without Bitcoin.
