One of the gifts for me came in what looked like a tube. It was a magazine The Economist, withiout a doubt the best magazine published in this world. It was the double issue holiday edition – which I’ve yet to complete.

There is an article about what this world is doing in space – I just had to copy and share with you. It izs about how we are going to recover rocks from Mars when xxx Incredible story – the lengths the scientists go to. Read on please.

THE IDEA, popular in science fiction, that alien life will do bad things to life on Earth if the two come into contact, is not restricted to the activities of malevolent extraterrestrial intelligences. In “The Andromeda Strain”, a novel by Michael Crichton, the baddies are mysterious and deadly (but completely unintelligent) microbes that hitch a ride to Earth on board a military satellite. They start by killing everyone in the town of Piedmont, Arizona, and then wreak havoc in a secret underground government laboratory, as scientists struggle to understand and contain them.

Utah is the planned landing place of the first samples to be collected from the surface of Mars. Optimists like to think that those samples might contain traces, even if only fossil, of life on Mars. And in case they do, the samples’ ultimate destination will be a purpose-built receiving facility with level-four biosafety controls—the highest category possible.

The Mars Sample Return (MSR) mission intended to achieve all this will require three launches from Earth over the course of a decade, and five separate machines. The organisations involved—America’s National Aeronautics and Space Administration, NASA, and the European Space Agency, ESA—are each responsible for specific craft in the chain of what David Parker, ESA’s head of human and robotic exploration, calls “the most ambitious robotic pass-the-parcel you can think of”.

At a meeting of the American Geophysical Union in San Francisco, space scientists and astrobiologists outlined the details of the MSR. The project will begin with the launch, next July, of NASA’s Mars 2020 mission. This will carry to the planet a successor to Curiosity, a rover that has been crawling productively over the Martian surface since 2012. The Mars 2020 rover, yet to be named, will land in a 45km-wide crater called Jezero, in February 2021. Its main purpose is to search for signs of ancient microbial life. Around 3.5bn years ago, Jezero contained a lake. Mars 2020 will drill for samples from the clay and carbonate minerals now exposed on the surface of what used to be a river delta flowing into this lake When the rover finds something that its masters want to bring back to Earth, it will hermetically seal a few tens of grams of the material in question into a 6cm-long titanium test tube, and then drop the tube on the ground. It can deal in this way with around 30 samples as it travels to different parts of the crater.

Once it has dropped a tube it will broadcast that tube’s location to the Mars Reconnaissance Orbiter, a satellite already on station that is armed with a high-magnification camera. This camera will take photographs of the tube and its surroundings, so that the tube can be found at a later date. The tubes are intended to be able to survive for more than 50 years on the surface of Mars, at temperatures less than 20°C.

The next phase of the project will begin in 2028, when a “fetch rover” designed and built by ESA will be sent to Mars to find and collect the tubes. This rover will be small, nimble and ten times faster than any of its predecessors. It will also be semi-autonomous, which will permit it to spot, pick up and manoeuvre the test tubes into the interplanetary equivalent of a test-tube rack without detailed instructions from Earth.

Once the fetch rover has collected all the tubes, it will deliver the rack to a NASA-built craft called the Mars Ascent Vehicle (MAV). This rocket will have arrived from Earth, filled with fuel, in the same mission as the fetch rover. Once it has the samples, it will launch itself from the surface of Mars—the first ever rocket launch from a planet other than Earth.

Once in orbit, the MAV will throw its basketball-sized payload overboard. Waiting nearby to intercept the cargo will be yet another craft, the Earth Return Orbiter (ERO), built by ESA. This will have been launched from Earth independently of the MAV-and-fetch-rover mission. The ERO will find, ingest and seal the payload, to avoid contaminating it with any organisms that might have hitched a ride all the way from Earth. Using a gentle, solar-powered electric propulsion system, the ERO will then take the payload back to Earth over the course of the subsequent few years.

When the ERO eventually goes into orbit around Earth (which will be in 2031, at the earliest) it will release the payload. This will be packed into a special, dome-shaped Earth Return Vehicle designed to carry the samples safely through the ferocity of atmospheric re-entry to a landing in the desert of Utah—whence they will be taken to their new bio-fortified home for examination. Once examined and deemed safe, the samples will then be distributed to researchers around the world for study.

It is, then, an extraordinary enterprise. But all of this complexity does raise the question of why researchers would go to so much effort to collect Mars rocks. The answer, as Michael Meyer, the scientific boss of NASA’s Mars Exploration Programme, told the conference, is that although, when you are on another planet, you have to hand all the rocks that you could ever want, you are also stuck with the handful of instruments that you took with you to look at them. Using sophisticated X-ray scanners or grinding samples up and feeding them through a chemistry set is not an option.

A sample-return mission will not be cheap. Researchers from NASA and ESA, who have established a working group to harmonize technical efforts for the various stages of the project, estimate it will cost $7bn to complete.

Year in Review: February 2019 - Council passes a 2.99 % tax increase; first cannabis shop application made.

February, the second month of the last year of the second decade in this new millennium.

February 1st, 2019: – The plight of those less fortunate than most of us made the front page with a resident deeply concerned over how homeless people were managing to survive and the Mayor offering more of a platitude than anything else.

The homeless in Burlington – city is still looking for a policy that reflects its values.

Marilyn Ansley gave money to a homeless person earlier this week; he was soliciting at Fairview and Brant St. She said: “We must recognize and provide support to the many homeless people in our affluent city.”

People are not permitted to beg on the streets of Burlington – and begging is what it is – let’s not do the Burlington polite thing and call it soliciting.

“I asked him where he would be tonight in extremely cold weather. He said Burlington has nothing and all shelters in Hamilton are full.

Ms Ansley said she followed up with calls to the Region and was told she should tell people who need help to call 311.

The Mayor’s office sent a comment to the Gazette via her Chief of Staff setting out what the city was able to do.

“Resources are available so that there is no reason for anyone to spend a night on Burlington’s streets. The City of Burlington staff and leadership are always open to feedback from the community and continued evaluation of the programs that exist along with their use and effectiveness.”

The Gazette had asked each member of Council for a comment on homelessness and what could be done to help. The response from the Mayor was all that was received – it was a sign of the kind of relationship that was going to exist throughout the year.

There was a reason for this new relationship that no one was talking about.

Festival of treesThe Festival of Trees put on by the Performing Arts Centre to raise funds for the use of the Community Theatre by different arts group was a bright spot that will be appreciated throughout the year.

More than double the funds raised last year were brought in this year – they actually sold out the draw tickets they had.

Described as a massive success, the event brought 8000 visitors between Nov. 22 and Dec 20, and $7,305 for our Community Studio Theatre initiative, which provides grants to local artists and arts organizations to offset the cost of renting the Community Studio Theatre.

February 5th, 2019: – The City’s 10-year Capital Financing Strategy is heavily dependent on both annual dividends and interest on the note receivable from Burlington Hydro – but the financial statements weren’t given even a wink at the Standing Committee Monday night. The report will get looked at again at a city council meeting on February 25, 2019.

Last night the best council could do was Receive and file finance department report F-04-19 regarding the 2019 Business Plan for Burlington Hydro.

Burlington Hydro is owned by the city – 100% of it.

Burlington Hydro Inc (BHI) and Burlington Electricity Services Inc (BESI) are affiliate companies both of which are 100% owned by Burlington Hydro Electric Inc (BHEI). BHEI is 100% owned by the Corporation of the City of Burlington.

The city lost one of its more impressive business leaders when Pasquale (Pat) Paletta passed away this date. His many business interests through his hard work, perseverance and vision, have all contributed to the growth and prosperity of Burlington. His incredible legacy as a self-made businessman will continue to carry on now through his family.

Mayor makes herself perfectly clear.

Mayor Meed Ward presented a motion that she said would “provide absolute clarity to staff and to the community that the City of Burlington staff are not to use the adopted 2018 plan in evaluating current/new development applications.

Multiple analyses by staff in assessing development applications, downtown in particular, have made it clear we do not need to over intensify in order to meet our obligations under the Places To Grow legislation.

Meed Ward once again put out the word that the city “will immediately discontinue use of the “Grow Bold” term and related branding to ensure we are absolutely clear on our direction.”

February 12th, 2019
As of 4 p.m. today, the City of Burlington is closing all city facilities and cancelling all city-run programs and rentals for Tuesday, Feb. 12. The City will work with sport user groups and renters to reschedule times.

Residents are strongly encouraged to avoid traveling as the roads are unpredictable as the city’s snow-fighters plow, sand and salt the primary roads.

All vehicles parked on the street must be removed and parking exemptions are void. Failure to remove vehicles from residential roads could result in being ticketed or possibly towed to allow snow plows and other heavy machinery to safely navigate the narrow streets.

February 16th, 2019:
Earlier in the year, after dismissing the City Manager, Council hired Tim Commisso to serve as an Interim City Manager for what was described as a six month contract, while City Council figured out what it wanted in the way of a new City Manager.

Tim Commisso: He was brought in as an interim – got an offer he couldn’t refuse – a five year contract.

Commisso had earlier been employed by the city of Burlington for a number of years and left holding the title of General Manager. He left  Burlington to return to Thunder Bay, the city he was raised in, to serve as City Manager and retired from that job.

Then out of nowhere, with nothing said publicly, Commisso is described as the Acting City Manager.

We didn’t know then that he would eventually be hired as the City Manager with a five year contract after a competition that was said to have attracted 70 applicants.

The first high high rise development to be approved. The change in the city skyline was going to change.

 

February 18th, 2019:
The initial development application and concept for 2085 Pine St. that would have increased the height from the 5 storeys to 11 storeys was approved. The site was sold and the new owners came back with a proposal to 40 units. The issue for this location has always been the retention of the heritage structure.

The immediate area has a number of development applications that have either been approved (ADI is at the corner of Martha and Lakeshore 24 storeys) or are in the process of being considered by the city’s Planning department. They include plans for an 11 storey development on the east side of Martha south of the James – New Street intersection, the Mattamy development – 18 storeys at the corner of James and Martha

Civic Square was going to get a makeover – it wasn’t clear just how big a change the new council had in mind.

February 20th, 2019:
To the surprise of many a request for comments and ideas was released. The city had plans to upgrade the Civic Square.

The flag poles will be moved further up Brant Street opening up Civic Square.

The overall design has been determined and artists are being asked to come up with some ideas on what kind of shading there should be and what it could look like.

The competition was to close on March 15th.  There is a fee of $115,000 for the artist(s) chosen to do the job.

The contractor for the Civic Square shading project is anticipated to be complete and off-site by end of September. The artist will be expected to install the shade structure in October/November 2019.

Things didn’t work out quite that way.

February 22, 2019
During the first month she was in office ward 2 Councillor Lisa Kearns said she was going to create a Business Registry. Anyone wanting to talk to her about a business matter would have to sign the Registry so that her constituents would know who she was talking to. We don’t yet know how detailed that Registry is going to be – just that there will be one and that it will become public starting at the end of March.

February 22nd, 2019

A statement from the Mayor on development:

My office recently received a letter from Minister Steve Clark of the Ministry of Municipal Affairs and Housing regarding their work on the provincial government’s Housing Supply Action Plan.

Minister Clark outlined their desire “to take swift action to streamline the development approvals system” and “speed up the time it takes to get the right kind of housing built in the right places”. He further explained that “land use planning and development approvals are critical to achieving housing and job- related priorities” in our communities.

Mayor Meed Ward“I agree with these assertions and am glad to see their continued commitment to expediting these processes. As part of the new Red Tape Red Carpet Task Force that my office has initiated to support local business attraction and growth, I am committed to cutting red tape for development applications that are supported by council and the community.”

“The Minister’s office continues to consult on proposed changes to the Growth Plan for the Greater Golden Horseshoe and review the Planning Act and Provincial Policy Statement as well, with the intention to bring forward legislation and policy changes in the coming months.

“While Minister Clark’s letter advises local municipalities to consider pausing on activities that may be impacted, such as Official Plan reviews, I want to reinforce that until we get more specific details from the Province related to the municipal land use planning process, the City of Burlington will continue to move forward as planned with our review of the Official Plan as per the motion approved by City Council on February 5th.”

The best way to save time and money is to eliminate the Local Planning Appeal Tribunal altogether. The tribunal, like the Ontario Municipal Board it replaced, provides unelected and inefficient involvement in planning matters that are best left to local councils, unnecessarily slowing down the development process.

Leaving planning in local municipal hands would not only speed approvals and remove red tape, but also provide more incentives to the development industry to work with municipalities and their residents to plan full communities rather than just build housing.

February 23rd, 2019:
Taking part in LPAT hearings: Gary Scobie attended a Local Planning Act Tribunal (LPAT) case conference meeting recently.

It was the follow up to a meeting at which he presented a lengthy document on why he felt the Reserve Properties appeal of a city council decision that permitted 17 stories the developer wants 24 – same as the one on the other side of the street.
Scobie had applied to be a Participant in the LPAT appeal back in January and he submitted his views to all Parties as required and filled in all the proper paperwork.

Yesterday the LPAT representative Chris Conti agreed with the Parties that they should all wait for the outcome of a pending trial in Toronto that will better define how LPAT functions going forward.

Scobie finds he is still a Participant in the appeal hearing, as far as he understands, but was told that his role may have ended with his submission. He apparently has no ability as a Participant to further expand or comment on the submission he made nor will anyone ask him any questions on the document.

February 24th, 2019

Burlington’s Best program comes to an end.

Burlington-Best-Header-847x254The deadline for what has been an annual event for the past 53 years is February 28th. The city asks the citizens to nominate people they feel have served the city well in eight categories.

This, the 53rd event, is reported to be the last.  Gazette sources have advised that the program will come to an end this year.

Established in February 1965 as the Civic Recognition Committee it may have outlived its usefulness.

February 19th, 2019
The site is just yards away from where Marianne Meed Ward officially threw her hat into the ring for the office of Mayor.
The application is to change the Official Plan designation to High Density Residential to allow the development of a mid-rise, 6-storey apartment building, with 160 dwelling units at a density of 258 units per hectare. A rezoning application has also been made to change the corresponding zoning.

The development was seen as very much out of place with what existed.

The lands are currently designated as low density residential in the City’s Official Plan which allows for detached and semi-detached dwellings, and other forms of ground oriented housing not exceeding 25 units per hectare.

The Meed Ward campaign was about sensible, responsible development. Yards away from where she was speaking to a small, enthusiastic audience at the top of Clearview Avenue overlooking the site on which the ADI Development Group is building the Station West community that will amount to a new neighbourhood that will align with the mobility hub.

February 26th, 2019
The Alcohol and Gaming Commission of Ontario (ACGO) has received an application for a retail cannabis store in Burlington at 103-4031 Fairview St.

The 2019 budget was very much the Mayor’s production.

February 27th, 2019: 
The tax increase for the 2019 budget will be 2.99%.   They did it.  Today the Mayor  got her first budget approved – and make no mistake about it – this was the Mayor’s  budget.  The Operations budget is set at $165,960,609.

The Fire Chief didn’t get his $50,000 drone but the Manager/Supervisor of the bylaw enforcement team did get $35,000 for a car.

There were some incredible decisions made – those people who live below the poverty line are going to be able to get bus passes that will allow them to use transit totally free of charge.

Staff had brought in a request for 3.99% – nope said this council. Make it work on 2.99% – and they did. At the end of the year there was a surplus of $900,000

February 28th, 2019
That time of year again – when hundreds of runner take to the pavement and run the Chilly Half Marathon. This time it is really going to be chilly. There were transit route disruptions on routes 3, 10 & 20.

Year in Review: January of 2019 - the change had begun. Little did we know how extensive it was going to be or how well council would work together.

We are about to enter a  New Year and celebrate the last year of the second decade in this new millennium.

How did we do last year? It was a momentous year for the city. With a new city council installed the last month of 2018 we began to see how different the new council would be as we rolled through the year.

But it wasn’t all about city council.

The people of the city were much more engaged – not as fully engaged as they would like to be – they are working at upping that game.

Developments were popping up all over the place.

Let’s look at the year month by month.

January 3rd – Burlington decided to work with a Strategic Plan that had a 25 year time-frame. The practice had been to create a Plan that covered a four year time-frame. Council decided  a Strategic Plan needed to be constantly  revised to be relevant and opted for a 25 year Strategic Plan.

We didn’t know at the time that this would evolve into what became known as the Vision to Focus level. More on that later in the year.

January 7th – The National Homes development at 2100 Brant – just south of Havendale, howled when they learned of a kink in the appeal process that was taking place over the proposed 233 unit development that got reduced to 212 homes.

Residents did not want to put up with the level of intensification that National Homes had in mind . They compared the 736 homes in a site to the north in a much larger site to the 233 National had in mind.

Ed Door, the citizen who delegated on behalf of the community set out in considerable detail how badly the development application was managed.

Mike ‘The Beard’ Taylor died suddenly on December 30th, 2018

January 9th -The city announced it would hold a commemorative event on January 13th to celebrate the life of Mike ‘The Beard’ Taylor who died suddenly on December 30th. Mike was a member of Walk Off the Earth a Burlington musical group that went viral with a video that established them as a band that was making a difference.

There was a huge appetite for more influence at city hall and participation at the levels where decision are made. In the past residents who have been very critical of the way they get treated at city hall, are now telling the Gazette that Staff are reaching out to them.

“I don’t seem to have to chase people to get information” said one resident. Another mentioned that she was approached by staff in the Clerk’s office and asked to take part in a committee. “I didn’t know the staffer but she seemed to know who I was” said the resident.  Many people didn’t have much time for the Advisory committee process used in Burlington. “They tend to be controlled by the council member who sits in on the meeting and serves as liaison to council”, was the way one resident described them.

What we appear to be seeing at city hall is a small, subtle change.

When all was said and done in 2018, said a real estate agents report, sales were down 12% and inventory levels were down just over 20%. Sale prices settled at 1.9% below the average sale price in 2017. Not a bad result, given the doom and gloom we heard from many industry watchers.

Doug Ford’s Progressive Conservative government has announced a review of regional governments in Ontario.
Burlington is a part of the Regional government of Halton, which is made up of Burlington, Oakville, Milton and Halton Hills.

Council approves cannabis retail outlets: 

They first earned the right to determine what the city’s municipal government would do – they won the election.

On December 3rd, they assumed power.

And now they are exerting that power.

Monday night, January 16th, city council listened to some people who had an amazing amount of information on just what the newest industry in Ontario is all about.

During the debate council members listened to delegations talk about what they knew about the rules and regulations that were either in place or going to be in place.

In the end, meeting as a city council, the earlier part of the evening they were meeting as a Standing Committee, the voted 5-2 to permit cannabis to be sold at commercial outlets in the city. Mayor Meed Ward, Councillors Galbraith, Kearns, Nisan, Sharman voted for the motion – Stolte and Bentivegna voted against.

Burlington Mayor gets a province wide headline for her remarks on Ford policy – her peers begin to see Meed Ward differently.

January 16th – Sixteen mayors from the GTHA region met at Toronto City Hall at the invitation of Toronto Mayor John Tory for a closed-door meeting to discuss shared issues that cross municipal boundaries such as transit, affordable housing, and climate change. The Mayors agreed that no one municipality can fully address these issues alone, and with a federal election coming up, there was an opportunity for them to speak with a united voice on behalf of their communities.

Mayor Marianne Meed Ward then delivered a line that media grabbed and turned into headlines. “Instead of a hatchet, we’d like more of a handshake approach from the province.”

The rest of the province just got a look at the ‘chops’ Burlington’s Mayor has. We learned as well that Burlington is not the end of the road for this women.

Opened as the Burlington Mall  the site was renamed and is now the Burlington Centre. It will take a little getting used to – but it will stick.

Burlington MPP Jane McKenna talked to staff at the Ministry of Municipal Affairs and Housing (MMAH) for clarification about the Mobility Hub legislation.

“The first thing I learned is that “mobility hubs” are identified by Metrolinx’s regional transportation plan, but do not have to be reflected as such in any local planning documents.

“The growth plan for the Greater Golden Horseshoe, 2017, does not refer to mobility hubs. The City of Burlington council is free to remove these mobility hub designations from the local official plan.”  Burlington might be able to remove mobility hub designations but there isn’t a hope in hades that Burlington will move away from the concept of hubs which are understood to be locations where development is increased and transportation options intensified.

The City’s Planning department is well into some deep dive research and with precincts defined and mapping work done showing where different heights and density of residential will be located.

McKenna has muddied the waters with her comments. There will be three mobility hubs; one at each of the existing GO stations.

January 21st – The Provincial Offences (POA) Courts in Burlington and Milton are getting ready to relocate to one new courthouse at 4085 Palladium Way in Burlington.

The Milton POA Court relocated its services to the Burlington POA Court on Friday, January 18, 2019. On Thursday, January 31, 2019 the Burlington POA Court and all POA court services will move to the new Halton Provincial Offences Court.

January 22nd – After years of getting to the point where there would be a Private Tree Bylaw Burlington is now ready to put at least a toe in the water of a very controversial issue: can anyone just cut down a tree on their property.

The Roseland Private Tree Bylaw Pilot comes into effect March 1. Information sessions are planned.

The pilot project aims to protect private trees with diameters larger than 30 cm, historic and rare tree species from damage or destruction.

The two-year pilot will conclude in March of 2021. At the end of the pilot, a report with recommendations will be presented to City Council.

January 23rd – INTEGRITY: City Council met on Monday in the Great Room at the Paletta Mansion.  It was a closed session with two presentations being made:  A Workshop presented by Mike Galloway, CAO, Town of Caledon, on Governance for Elected Officials and Senior Management.  There was a second Workshop presented by Jeff Abrams and Janice Atwood-Petkovski, Principles of Integrity on Code of Conduct and responsibilities of the Integrity Commissioner.

The province requires all municipalities to have a Code of Conduct in Place and an Integrity Commissioner that the public can turn to should anyone feel that the elected officials and the appointed Staff are not complying with the Code of Conduct.

Marianne Meed Ward, now the Mayor, was a huge champion for a Code of Conduct – but she was never able to convince her colleagues to come up with something they couldn’t slide around.  The session on Monday was the first opportunity the new Council got to see what it was that they had to live by.

January 25th – “We are three concerned Ward 1 citizens who believe council needs to act to clarify the status of the New OP and the supremacy of the Existing Official Plan (Existing OP).”

The Region’s rejection of the New OP renders it null and void and, under the Planning Act, leaves the Existing OP “in Force and Effect” at present. Yet recent applications by developers for zoning or bylaw amendments to the City’s Official Plan appear to be receiving consideration under some kind of blending of both plans. This lack of clarity works very much in the developers favour.

Developers are submitting applications which, while paying lip service to the Existing OP to keep them compliant, incorporate features of the New OP in an attempt to cash in on its more liberal permitted heights.

There are many such applications in the works but one good example of this practice is the Proposed Development at 1157-1171 North Shore Bvd.  The developer wants 17 stories (62.5) metres in an area where the Existing OP designates 11 Storey (Max 22 metres). Regardless of the merits or otherwise of the development, the process by which it is being pursued by both developer and city staff is not only inappropriate, it is contrary to all the reasons citizens elected a new city council and creates very dangerous precedents no matter what revision of the OP eventually reaches the books.

“At the mandatory public meeting held jointly by the developer and city planners on January 9th, these deviations from the Existing OP; the misapplication of the New OP and many other issues were raised by citizens.

“Our concerns about the legitimacy of the process were completely ignored by city planning staff whose duty, we believe should be to defend the wishes of Citizens, City Council and Halton Region, all of whom have rejected the New OP and pending a rewrite of that plan following its overwhelming rejection by voters in the October election.

If that needs to be clarified to city staff, then we urgently request that council convene to provide direction to staff, as is their prerogative, to the effect that: “The Old Official Plan remains in force and in effect as mandated by The Planning Act, and is therefore the only pertinent consideration for amendment applications until such times as A Revised Official Plan is drawn up, adopted by city council and approved by regional council.”

Grow Bold gets the boot from the Mayor

Mayor Meed Ward issued a statement this morning making it very clear what she had in mind. The Grow Bold tag line the Planning department had fallen in love with was out – and council will be looking at the “approved” Official Plan that the Regional government returned as deficient.

“Burlington residents have consistently raised concerns about over intensification and development in our City. During the 2018 election, they made their voices heard and clearly indicated the need to review the scale and intensity of planned development, especially in the new Official Plan.

“As a result, I am bringing forward a motion to re-examine the policies of the Official Plan that was adopted, though not officially approved, in April of 2018, and review matters of height and density.

“Halton Region has also recently identified areas of non-conformity, so this motion seeks to gain the time to address those issues.

“Once the Region identified areas of non-conformity, that stopped the clock on approving the new Official Plan and opened the plan up for any other matters of discussion. This allows our new city council the time to define what areas we want to study, undertake that work, consult with the community, and send back a comprehensive plan. We expect that plan to truly reflect the needs, best interests and vision of the community and its elected council.

“Further, we will immediately discontinue use of the “Grow Bold” term and related branding to ensure we are absolutely clear on our direction.

Pearl and LakeshoreJanuary 29th – Developer gets rough ride over 29 storey structure. A proposal for a 29 storey development on Lakeshore at Pearl got a cold reception when the developer suggested that the 26 storey building approved next door and others on Brant St. serve as a precedent. It was pointed out from the floor that the 26 storeys was imposed by the OMB and never actually approved.

It was obvious from the presentation, and introduction by City planning Staff, that the Official Plan rejected by the region and under review by city council, is still being referred to by both the developer and city planning staff. Assurances that Lakeshore would not be narrowed during construction were not forthcoming. Many of the city planning and developers comments were met with laughter or anger.

Asked if they really think about the impact on people or how disrespectful of citizens and council their proposal to build a 29-storey building in a 4 storey zone is, the developer’s representatives declined to reply. This brought derisive applause from those present. When one attendee asked for a show of hands from the audience there was not one hand raised in favour.

January 30th – Red tape + Red carpet
Mayor Marianne Meed Ward announced plans to launch and lead a Red Tape Red Carpet task force at this morning’s State of the City address at the Burlington Convention Centre and had a media release out before people got back to their desks.

In front of a sell-out crowd the Mayor spoke about her plan to help eliminate the red tape and bureaucratic delays that Burlington businesses have faced in their pursuit of growth throughout the city.

The Task Force will begin with a broad meeting that is open to the public to raise specific issues and concerns on topics ranging from permits, approvals, and other obstacles. A smaller task force of stakeholders will then be identified to come up with actionable recommendations that will be brought to council and shared with the Province by summer.

Dates and details will be announced shortly, and the Mayor suggested that anyone interested in participating at the task force level can reach out to her via email at mayor@burlington.ca.

Co-chairing the task force with Mayor Meed Ward will be Kelvin Galbraith, Ward 1 Councillor.

Budget: Staff came forward with a 3.99% tax increase fr the year  The Mayor had a   different number in mind and, despite putting millions intro the LaSalle Park Marina, council was able to bring in a budget increase of 2.99% – they had to raid some of the reserve accounts to do it.

January 30th – State of the city
During her State of the City address on Monday Meed Ward said her themes during her term of office would be: Partnerships, change and openness.

The business community got their first look at the women who was going to direct the direction the city grew in and the quality of life its citizens would enjoy.  She also put out the words:  – ‘four to eight storeys is more than enough for the downtown core’, that had the development community in a lather.

January was a full month – February was even fuller.

Mayor sends Christmas gifts from developers along to community organizations.

It is a common business practice to send a gift to the people one does business with at Christmas. In my errant youth while working in the financial sector the practice was to send along a case of Single Malt. Those days are long gone.

The development community maintains the practice but uses gift Baskets to convey their season’s wishes.

A social media moment indeed.

Mayor Marianne Meed Ward’s office received a number and posted her policy about gifts on her Facebook page and in a Tweet she sent out.

Mayor’s Office got several holiday gift baskets from developers.

“My personal policy is not to accept gifts from this with current/pending before city council.

“Baskets found a good home Halton women’s Place and Welling Square Friday Community Dinner.

“In future a Christmas card suffices to spread holiday and Christmas cheer.

She suggested that in future gifts be directed to people in need.

One Gazette reader commented:  Pretty empty gesture, however, when you’re giving the downtown away. Nice photos though – and another social media moment.

Yet another pointed out that Provincially, you aren’t permitted to accept any gift.  Keeps things very simple and very clean.

Another asked if the other members of council were favoured – and if they were what did they do with anything they might have received.

Mayor Marianne Meed Ward announced this morning that she was pleased to learn that the Ontario Provincial Police issued warrants for the arrest of Sean Baird, a Burlington restaurant operator.

Baird was charged with

· Uttering a Forged Document – Contrary to section 368(1) of the Criminal Code of Canada

· Fraud over $5000 – Contrary to section 380(1) of the Criminal Code of Canada

· Corrupt Practice (four counts) – Contrary to the Municipal Elections Act.

Baird was a third party advertiser during the 2018 municipal election. During that election the Gazette identified Baird as the person behind several numbered corporations that were registered as a Third Party Advertiser.

At that time the Gazette was unable to identify which candidate Baird was working on behalf of.

Marianne Meed Ward was running against Rick Goldring, Mike Wallace and Greg Woodruff.  Meed Ward won by a respectable margin.

There was some pretty dirty politics in 2018. Meed Ward wasn’t prepared to let it go and appears to have taken the matter to the Halton Regional Police who turned to the Ontario Provincial Police who investigated and eventually laid charges.

In her statement the Mayor said she “welcomes the news that criminal charges have been laid against and an arrest warrant issued, for Sean Baird, a third-party advertiser that targeted my mayoral campaign in the 2018 municipal election.”

The Provincial Police, in their media release said: “In December 2018, the OPP received a request for assistance from the Halton Regional Police Service. The request was made in relation to allegations of improprieties during the 2018 Mayoral Election in the City of Burlington.

As a result of the investigation, the OPP Anti-Rackets Branch, with the assistance of investigators from Halton Regional Police, have charged Sean BAIRD, 47, who was not involved in the Meed Ward campaign.

The Provincial Police add: “Any person with information regarding the whereabouts of this person is requested to contact the Ontario Provincial Police (OPP) at 1-888-310-1122. Should you wish to remain anonymous, you may call Crime Stoppers at 1-800-222-8477 (TIPS), where you may be eligible for a cash reward of up to $2000.

Sean Baird appears to be a fugitive from justice.

There are going to be a number of nervous 2018 mayoralty candidates – Baird was working for someone.

Canadians sent the message that they want us to work together to make progress on the issues that matter most, from making their lives more affordable and strengthening the healthcare system, to protecting the environment, keeping our communities safe and moving forward on reconciliation with Indigenous Peoples. People expect Parliamentarians to work together to deliver these results, and that’s exactly what this team will do.

It is more important than ever for Canadians to unite and build a stronger, more inclusive and more resilient country. The Government of Canada is the central institution to promote that unity of purpose and, as a Minister in that Government, you have a personal duty and responsibility to fulfill that objective.

That starts with a commitment to govern in a positive, open and collaborative way. Our platform, Forward: A Real Plan for the Middle Class, is the starting point for our Government. I expect us to work with Parliament to deliver on our commitments. Other issues and ideas will arise or will come from Canadians, Parliament, stakeholders and the public service. It is my expectation that you will engage constructively and thoughtfully and add priorities to the Government’s agenda when appropriate. Where legislation is required, you will need to work with the Leader of the Government in the House of Commons and the Cabinet Committee on Operations to prioritize within the minority Parliament.

I am directing every single Minister to determine what they can do in their specific portfolio to accelerate and build on the progress we have made with First Nations, Inuit and Métis Peoples.

I also expect us to continue to raise the bar on openness, effectiveness and transparency in government. This means a government that is open by default. It means better digital capacity and services for Canadians. It means a strong and resilient public service. It also means humility and continuing to acknowledge mistakes when we make them. Canadians do not expect us to be perfect; they expect us to be diligent, honest, open and sincere in our efforts to serve the public interest.

As Minister, you are accountable for your style of leadership and your ability to work constructively in Parliament. I expect that you will collaborate closely with your Cabinet and Caucus colleagues. You will also meaningfully engage with the Government Caucus and Opposition Members of Parliament, the increasingly non-partisan Senate, and Parliamentary Committees.

Core to your portfolio will be the implementation of the Feminist International Assistance Policy, which has made Canada the leading donor globally in support of gender equality, women’s rights and comprehensive sexual and reproductive health and rights.

I will expect you to work with your colleagues and through established legislative, regulatory and Cabinet processes to deliver on your top priorities. In particular, you will:

Deliver Canada’s international development assistance that increases every year towards 2030, reflecting our commitment to realizing the United Nations Sustainable Development Goals.

Implement the Feminist International Assistance Policy, which is geared and prioritized towards reducing poverty, including by creating opportunities for women on the ground in developing countries.

Expand Canada’s support for global education, including for the poorest and most vulnerable:

Invest at least 10 per cent of our bilateral international development assistance envelope on education; and

Develop additional programming on the intersection between women’s rights and climate adaptation in order to better support sustainable and equitable resource management, agricultural production and access to markets.

Develop programming that recognizes, reduces and addresses the unequal distribution of paid and unpaid care work and that supports and protects the rights of paid and unpaid care workers to address a root cause of global inequality.

Support the Minister of Foreign Affairs to establish the Canadian Centre for Peace, Order and Good Government.

These priorities draw heavily from our election platform commitments. As mentioned, you are encouraged to seek opportunities to work across Parliament in the fulfillment of these commitments and to identify additional priorities.

I expect you to work closely with your Deputy Minister and their senior officials to ensure that the ongoing work of your department is undertaken in a professional manner and that decisions are made in the public interest. Your Deputy Minister will brief you on the many daily decisions necessary to ensure the achievement of your priorities, the effective running of the government and better services for Canadians. It is my expectation that you will apply our values and principles to these decisions so that they are dealt with in a timely and responsible manner and in a way that is consistent with the overall direction of our Government.

I expect you to embody these values in your work and observe the highest ethical standards in everything you do. I want Canadians to look on their own government with pride and trust.

As Minister, you must ensure that you are aware of and fully compliant with the Conflict of Interest Act and Treasury Board policies and guidelines. You will be provided with a copy of Open and Accountable Government to assist you as you undertake your responsibilities. I ask that you carefully read it, including elements that have been added to strengthen it, and ensure that your staff does so as well. I expect that in staffing your offices you will hire people who reflect the diversity of Canada, and that you will uphold principles of gender equality, disability equality, pay equity and inclusion.

Give particular attention to the Ethical Guidelines set out in Annex A of that document, which apply to you and your staff. As noted in the Guidelines, you must uphold the highest standards of honesty and impartiality, and both the performance of your official duties and the arrangement of your private affairs should bear the closest public scrutiny. Government ends the current six week session; will return in two months to take care of the people's business.

In a media release from the province we are told that:

After a successful fall session, the Ontario Legislature will be adjourning until the (They will return to the Legislature two months into that New Year) New Year. Since October, the Government of Ontario has worked collaboratively with Members of all parties to more effectively and efficiently deliver on its plan for the people of Ontario.

Ford at joseph-brant-hospital-doug-ford“This has been an incredibly productive legislative session,” said Minister Paul Calandra, the Government House Leader. “We have worked across the aisle on initiatives such as the Fall Economic Statement, the Provincial Animal Welfare Services Act, the Trust in Real Estate Services Act, the modernization of the rules and procedures of the Legislature, and the Poet Laureate of Ontario Act, sponsored by Percy Hatfield, MPP for Windsor-Tecumseh.”

Over the past several weeks, (the government sat for just six weeks after a long long summer-fall break) the Ontario Government has many Legislative accomplishments, including:

• Passed Bill 116, the Foundations for Promoting and Protecting Mental Health and Addictions Services Act which, if assented to by the Lieutenant Governor, will establish a Mental Health and Addictions Centre of Excellence within Ontario Health and support the province’s participation in a national class action lawsuit against more than 40 opioid manufacturers and wholesalers.

• Passed Bill 132, the Better for People, Smarter for Business Act which will simplify and modernize regulations while protecting health and safety.

• Passed Bill 136, the Provincial Animal Welfare Services Act, which implements the strongest penalties in Canada for people who violate animal welfare laws while enhancing oversight and accountability.

• Passed Bill 138, the Fall Economic Statement, A Plan to Build Ontario Together Act, which delivered on the government’s commitment to cut Ontario’s small business tax rate by 8.7 per cent and helped reduce the cost of living in northern Ontario by cutting the aviation fuel tax.

Ford - For the People.• Passed Bill 124, the Protecting a Sustainable Public Sector for Future Generations Act.

• Introduced the Trust in Real Estate Services Act which has now passed second reading. This bill if passed, would increase consumer confidence, enhance standards for real estate professionals and brokerages and provide additional flexibility to keep pace with a modern marketplace.

• Introduced and began debate on the Security from Trespass and Protecting Food Safety Act which, if passed, will better protect our hardworking farmers, their families, their employees and their farm animals by addressing unique risks associated with on-farm trespass.

• Introduced the Rebuilding Consumer Confidence Act, which, if passed would overhaul the Ontario new home warranties and protection program, reforming Tarion Warranty Corporation, making it consumer-focused.

• Introduced the Smarter and Stronger Justice Act which, if passed will modernize and improve how legal aid services are delivered, class actions are handled, and how court processes are administered. This bill also paves the wave to allow identities and legal documents to be verified online, making life easier for the people of Ontario. .

• Successfully modernized the rules of the Legislative Assembly of Ontario to enhance debate, empower independent Members, and allow the accommodation and full participation of Members of Provincial Parliament with disabilities.

Ford at joseph-brant-hospital-doug-ford• Worked across party lines to advance two Private Members’ Bills – Bill 6, the Poet Laureate of Ontario Act, sponsored by NDP MPP Percy Hatfield and Bill 123, co-sponsored by PC MPP Lorne Coe and Green Party Leader Mike Schreiner, which would create a fine for drivers who block parking spaces that are reserved for electric vehicle charging.

“Our priorities this legislative session have been to restore trust and accountability in government, to reduce red tape and regulatory burdens for our job creators, and to build safer communities,” added Minister Calandra. “While there is still much work to be done, I am very pleased with the progress that we have made and the cross-partisan relationships we continue to build.”

Sound of Music appears before city council budget committee - there might not be much for the Festival.

With the budget before them and the Mayor having whittled down what she would like to see in the way of a tax increase to 3.99% it was time for delegations to speak about what they would like to see.

There were several outstanding delegations – asking for the most part for additional staff to be on the Climate Change file and for better communications coming out of city hall.

There were two exceptions: Myles Rusak speaking for Sound of Music who wants an additional $40,000 a year each year for the next three years starting with this year.

Why?

The other levels of government have cut back on what the Sound of Music was getting and SoM isn’t interested in cutting back. They want the city to make up the short fall.

Their view seems to be that if they cut back on the quality of what they have been doing, audiences will dwindle and the economic impact of what SoM does for the city will dwindle as well.

Last year SoM did a two day kick off – that’s the period of time when paid ticket performances are put on stage – to raise money for the shows that the public can see free.

The two day Kick off didn’t work out all that well last year – so it will be just a one day event going forward.

It may be quite a bit less than that if the city doesn’t come up with some cash.

There is a Municipal Accommodation Tax  somewhere in the works at Queens Park – Myles wants to get a piece of that using the phrase “100% – we want some of those dollars”. Mayor Marianne Meed Ward pointed out that it is city council that decides where the dollars go.  Municipal Accommodation Tax (MAT) Hotels and people doing short-term rentals must pay a four per cent Municipal Accommodation Tax (MAT). More information will become available in December 2019, regarding short-term rental regulations.

Myles told Council, meeting as a budget committee, that SoM has been meeting with anyone that delivered a service to the public, looking for ways to partner with them. The YMCA, the Library, the Museum, the Performing Arts Centre – conversations have taken place looking for ways to partner with them.

Tammy Fox, Executive Director of the Performing Arts Centre has been waiting to hear from Myles Rusak for sometime.

Roll that film back – during our last interview-conversation with Tammy Fox at the Performing Arts Centre she said that she has been trying for a couple of years to put something together with the SoM. Which is correct? We’re going with Tammy.

Myles told council that he has as yet not been able to meet one-on-one with every council member. Then he hasn’t been trying very hard. Councillor Sharman would certainly like to have a conversation with Myles and the SoM music long term plans – the Mayor probably has some sage advice for Myles as well.

Myles talked the big picture and said that that the Sound of Musical Festival was going to drop the word Festival from the brand name.

The want to be seen as more than a ten-day event and become the organization that gives the music industry in Burlington the cohesiveness it lacks.

Myles wants SoM to be the curator of everything that is music in town – from what takes place at the Library to what is featured at Emmas.

The Sound of Music wants to morph from a 10 day event to become the curator of everything musical in the city. They are looking for much more in the way of clout.

It is an ambitious reach – one that is going to have to be earned and not taken.

SoM was once an organization that had an active membership – anyone could be a member and every member could vote for the Board of Directors. That form of governance disappeared about four years ago when Andy Porecki was Executive Director.

When the Board decided that Dave Miller needed to use the exit door – he was dismissed rather unceremoniously which threw the membership into a serious state of confusion. SoM almost had a mutiny on its hands. The unhappy members were not able to organize themselves and bring about changes that would make the organization more transparent and accountable.

Councillor Sharman wanted to know what part the city would play in this change in the way music would be managed, overseen and developed. “We have people on staff” said Sharman who can and should be part of the thinking you are doing.”

Myles said he has had meetings with a few people at Parks and Recreation and he has been working with Tourism as well.

The SoM gets $106,093 from the city each year. He wanted that bumped up by $40K this year and an additional $40,000 for the next two years.

Myles said they are putting together a television show with Cogeco and that there are plans to put on a program with the Indigenous community that will be highlighted in 2020.

Sound of Music needs a fatter cheque from the city.

Sharman wanted to know a lot more before he went anywhere with additional financing. As he put it he “wants to eat the meal before he pays for it”.

Councillor Kearns cut Myles short – as chair she had heard enough. Kearns sits on the SoM Board.

Myles Rusak should wait for a fatter cheque to arrive from the city. He should take Tammy Fox out to lunch – she really does want to do some business with the Sound of Music people – she has been trying to get something going for more than two years.

Myles needs to learn just who will butter the bread he needs. Council needs to be romanced.

At the moment, the secondary school unions and the Ontario government are at loggerheads over whether 4, 2 or 0 online classes should be offered. Having experienced both traditional and e-learning firsthand I can attest to the fact that in both cases some courses are delivered better than others.

Take your courses when you want – where you want and if you didn’t get it the first time yo can replay the class.

In my experience there is room for improvement on both fronts and not every subject is a candidate for e-learning. One of the criticisms I have heard about e-learning involves access to tutors, something I found to be both a problem and an opportunity. On one hand not having instant access to a tutor can be frustrating, on the other hand, from personal experience, it can make you dig deeper for the solution. In education, as in life, some of the things that stick with us the most are the things we had to work the hardest to achieve. Easy and instant access to resources is not always the answer and is not always the best form of education.

Say or think what you want about online learning, it has been here a while and it is here to stay, and, it’s growing in leaps and bounds. For many people it is a game changer as it may be the only way they can earn those last few credits or a credential that they otherwise would not be able to earn. For some it is a matter of cost or a way to balance raising a family while earning a living.

According to the “Ontario Learn” website, in 1995 seven colleges put their heads together and started to offer online courses, today 24 Ontario colleges offer high quality online education. The original seven realized that by pooling resources, they could extend their reach by offering online courses and programs to students who would not otherwise have access to them.

“Athabasca University” (AU) is a Canadian Open University specializing in online distance education and is one of four comprehensive academic and research universities in Alberta. Founded in 1970, it was the first Canadian university to specialize in distance education. Athabasca offers online undergraduate and graduate programs and courses. AU serves over 38,000 students (over 7,900 full-load equivalents) and offers over 900 courses in more than 50 undergraduate and graduate programs in a range of arts, science and professional disciplines.

If you haven’t heard of a MOOC, you aren’t alone. MOOCS or Massive Open Online Courses have unlimited participation and open access via the web. EDx is just one online MOOC platform that has about 14 million learners and is the second largest MOOC provider in the world. The global MOOC market size was estimated to be $4 billion in 2018.

When I wanted to brush up on my knowledge of social media marketing, I turned to EDx and promptly found 10 offerings. One course from Boston University not only met my needs but allowed me, should I so desire, to earn a credit towards a Micro Masters. The course starts in April of 2020 and currently has 69,871 registrants.

So why all the fuss and push back here in Ontario? Online learning is anything but new. Online learning may also be the only choice for some people who have different learning styles or disabilities. My granddaughter is in grade 10 so I sought her opinion on the topic. Her response; she prefers having a teacher in front of her. Good enough. Online learning is not for everyone. Some students like my granddaughter prefer a live teacher, some may learn better, as I did, with online learning.

The current generation of high school students are prodigious users of online technology. So why not offer them online learning as part of our high school curriculum? Failing to offer online learning in this day and age is a missed opportunity.

Athabasca University has been around since 1970 and Ontario Learn since 1995, and 2020 is just around the corner, so let’s get on with it, but do it right, and by that I mean involving the right stakeholders be it parents, students, teachers and the government in the process.

There is but one pool of taxpayer money, some of that pool is dedicated to education, some of that pool goes towards paying for infrastructure, some for books and supplies, some for school repairs and maintenance, and some to teachers and other staff.

There are strengths and weaknesses to online education. It does cost the governments less.

We have one of the best and most expensive education systems in the world. In order to continue to be the best we must find a way to make online learning part of that system and we can either lead the way, or we can sit back and suffer the consequence of lagging as did Research in Motion (RIM) aka Blackberry.

At the moment online education is geared to post-secondary learning. I see two pathways for primary and secondary student e-learning. One has the government and other stakeholders working hand in hand to figure out how to make e-learning part of Ontario’s education future.

The other path is market based where the government with the help of e-learning experts such as EDx create a series K to 12 courses that are optional for those who would benefit the most. In the end this approach will only work if there is value to members of the target market, “the student”.

WeLoveBurlington points to 'fundamental flaws' in concepts brought forward by planners.

Good morning Chair, Councillors, Your Worship.

I am Lynn Crosby and with me is my colleague, Blair Smith, and we represent the advocacy group, WeLoveBurlington. WLB fought against the prospects of municipal amalgamation in order to preserve and protect local voice. We are here today because we continue to advocate for local voice. We believe that Council and the citizens in Burlington are at a crucial point where we have one last chance to fight for the vision of Burlington that citizens have been expressing for years. We have one final opportunity to protect our downtown, preserve our waterfront and ensure that the people are heard.

While we applaud the committed efforts of Planning staff, we would like to add our opinion to that of many of the citizens of Burlington and express both disappointment and concern with the two options or “concepts” that are being offered for the development of the downtown core. We will leave discussion of our main issues for whenever Council will be endorsing amendments to the Adopted Official Plan. We have many technical and policy arguments which justify a more popularly supported vision for the downtown – we will offer them then. This morning, we would like to speak to fundamental flaws in the concepts.

WLB members attended two different sessions (hence received two different perspectives) of the recent ‘action labs’ designed to garner public opinion on what the vision and conceptual layout should be for the development of Burlington’s downtown. We also received feedback from several of our associates who attended different sessions. Notably, all sessions had the same deficiencies.

The two concepts (and the mention of a possible third melded concept) were presented – each based on the existence of the same factors or planning constraints:

The urban growth centre designation for downtown
The mobility hub located at the current bus station, and
The major transit station area designation

No consideration was given to any concept that was not based on and framed by these constraints. So, if these constraints change, and we believe that they should, then don’t the concepts also need to change? Indeed, if after the ICBL expires, and Burlington is successful in removing the classification of the urban growth centre or moving its location further north, then the limiting factors underlying the two concepts become irrelevant. Our fear is that if either of the options are selected for the downtown or anything substantially similar, then the relocation of the Urban Growth Centre becomes moot. You will be backing yourself unnecessarily into a corner that is inconsistent with your stated direction and intent.

Both concepts presented this morning are based on the Adopted Official Plan. The Adopted Official Plan reflects the direction and desire of the past Council. So, first we ask “what does this Council want?” Is the Adopted Official Plan your vision as well? The vision of the past Council, which we believe largely ignored what the people wanted for the downtown, should not automatically be inherited or repeated by you. To be fair, many of the errors made with regard to the future of Burlington’s downtown cannot be completely laid at the feet of the immediate past Council – they go further back. However, what does stand before you is the opportunity to correct these mistakes. This will be your lasting legacy.

In the ‘Action Labs,’ participants were told that the two concepts were developed because they were “defensible”. In other words, they would be consistent with the Provincial Policy Statement and satisfy the requirements of Halton Region as sole approval authority of the plan. But both concepts represent just slightly different flavours of the same thing – tall buildings in the downtown. Should there not be at least one true alternative? Participants were told that any concept that involved ‘no more tall buildings’ was not “defensible” and could not be included. So, when choosing a concept, participants selected the one that was the least offensive of the two rather than that which might actually reflect what they wanted to see.

Many participants that we questioned felt that neither concept was what was desired for downtown. Many felt that they were voting for the option that was ‘the best of a bad lot’; that even the informing vision for downtown (Section 3.3 of the Report) missed the fact, frequently expressed, that it cannot be achieved if tall buildings are part of the environment. This feeling of dissatisfaction with both process and available options is also apparent on the City’s facebook page where over 160 negative comments are registered. Overall, we believe this means any results from the polls and selections made by attendees are skewed and have little if any validity.

Perhaps the most fundamental question concerns the starting point of this process – the Adopted Official Plan. Why was this chosen when it clearly has neither legal status nor resonance with the citizens. Many who participated in the workshops had expected that this exercise was building a fresh view rather than one that merely “refines” an existing and frankly unpopular vision. Indeed, Section 3.4 of the report states that “the overall vision for the downtown remains the same”. Why? Add to this the fact that an Official Plan is intended to be read as a whole. The parts are interconnected and must be considered together to avoid taking things out of context. The downtown, which we are examining here and through this whole exercise, may be the most controversial portion of the OP but it is not the only one and each impacts the other.

WLB believes that the people need to be heard; that ‘tall building’ development in Burlington should not occur in the downtown core and particularly not in proximity to the waterfront. We will expand on this position whenever the final concept is brought back. However, we would like to be clear. WLB is not opposed to development in the interests of intensification but believes that this form of development should occur in areas other than the downtown core; if in the downtown at all, then much further north. The waterfront and our downtown are vitally important to our city and must be protected. The OP is the best way to protect them.

Why, wondered Crosby and Smith, was the city using the Adopted Official Plan when it did not supposedly represent the current city council?

WLB believes that Council should carefully listen to the voice of the people and defend it to the best of their ability. We believe that the new OP should be redrafted to present a ‘no more tall building’ concept for Burlington’s downtown core. Indeed, what is the rush? Why are we here now? There is no deadline in the Provincial Planning Act that is forcing us to push this through without sober second thought. We have been given a “time-out” to carefully reconsider what Burlington needs and what the people want. Why are we here today at the beginning of the Christmas season, rushing to execute on a consultant’s vision for our downtown with arbitrary deadlines and time-frames for response?

We read Mayor Meed Ward’s article piece published last week in Inside Halton about the recommended changes to the OP for the downtown. We were encouraged that she feels “they still represent over-development” and that she’s “looking for an option that is more in line with what residents have expressed throughout the OP process that began in 2017.” We note that Councillor Kearns appears to have similar concerns and are equally encouraged by statements in her recent Newsletter. We also agree that the Urban Growth Centre and Major Transit Station Area designations are a concern and should officially be removed or relocated.

This whole process to date – the Action labs, the downtown tours, the surveys, the one-on-one discussions with staff and council members – is rather meaningless since it was all predicated on a direction that we believe is flawed; the premise that the popular desire for no more tall buildings at all downtown isn’t defensible and thus can’t even be considered. And why? Because we have designed these options based on the current existence of the Urban Growth Centre and Major Transit Station Area being downtown, in fact they are “givens”. A circular argument at best.

And we should neither fear nor anticipate LPAT. We believe that at LPAT the position of a municipal Council is paramount. The hearing must first understand the position of Council and the relationship between this position and the existing OP and the PPS. The type of LPAT hearing to be held and the decision resulting can be totally based on Council’s stance and direction. The new or reintroduced issue is the ‘de novo’ hearing and we will get into detail on that when we delegate next. But the critical thing is the strength of Council’s voice and the consistency of its position. A good municipal lawyer will use this to maximum advantage. This position of fearless champion of what is best for Burlington is what we expect our Council to adopt.

Finally, the result is that we feel that we are again not being sincerely engaged or truly heard. All the public engagement that has been done has landed us here in a position where the two concepts presented do not reflect what the public wants. We understand that Council will work with staff on modifications to produce an option for endorsement by early next year. This is far too important to be done in haste.

We respectfully request that Council take as long as is needed to produce the right solution for Burlington; one that protects the waterfront for generations to come and preserves a downtown free of any additional tall buildings. Please extend the ICBL if need be, complete the necessary studies, including the transportation study, the market analysis and the fiscal impact study, among others, acknowledge that the Official Plan is an integration of perspectives and should be addressed as a single entity. There is only one waterfront and one downtown – once gone there will be no bringing anything back and, fairly or not, you as a Council will be judged by the Burlington you saved or permitted to be lost.

Police to regularly report on intimate partner violence

In a media release the Halton Regional Police Service said: “Incidents of intimate partner violence threaten the very sense of safety and well-being that defines our region.

“Last year, our officers responded to more than 3,300 intimate partner domestic violence calls. We also know that intimate partner violence is overwhelmingly under-reported.   Statistics Canada estimates that more than 80 per cent of these incidents go unreported.

“Starting this week, the Halton Regional Police Service will periodically publish media releases that capture a de-identified incident of intimate partner violence in the community. No names. No residence details. We will, however, disclose the nature of the incident and what charges were laid as a result of an investigation. Each media release will also include key messaging that:

domestic violence

Intimate partner violence damages the very fabric of the society we live in.

i) reinforces that no one has the right to abuse another person;

ii) encourages victims and witnesses to contact the Halton Regional Police Service; and

iii) provides a comprehensive list of community resources for those affected.

“Our goals with this new approach to community-facing messaging are two-fold:

i) create an opportunity to connect others who are at-risk, or who may already be victims of intimate partner violence, with the resources and support they need and deserve; and

ii) heighten the awareness of the general public regarding how pervasive this violence is in our community.

“Intimate partner violence reaches across socio-economic, cultural, racial and class distinctions. It is a community problem that requires community engagement to address,” says Deputy Chief Jeff Hill. “It is impossible to fix what you can’t see, so we are broadening the conversation to clearly signal that this insidious violence is not solely an issue of concern to victims. If you see something, say something.”

A very acceptable first year in office - can they keep up the brutal pace?

It was a year ago this evening – the new city council was sworn in.

The next day the Mayor called a Special Meeting of Council and got their approval to fire the city manager.

There were other changes in the wind. The Council’s first budget increase was modest – but the Mayor had to convince her Council to shake $4million out of the hydro Reserve Fund.

That this was going to be a different council was made evident the night the Goldring Council held its last meeting. Meed Ward had some comments she wanted to make – Mayor Goldring politely advised her that comments were not permitted at that point. Marianne Meed Ward stunned the Mayor and the City Clerk that she wanted to speak on a point of personal privilege. While the Clerk was shuffling through the Procedural bylaw Meed Ward gave her a copy with the appropriate section marked.

And then she let blast. The full report of that meeting is linked below.

Paul Sharman was the only holdover from the 2006 through to 2018 terms; the others either resigned or were defeated. ( In 2010 every council member was re-elected.)

The other five were new to municipal politics. They had basically zero political experience and several had to struggle but they learned the ropes and little by little we began to see where there was some talent and where some help was going to be needed.

There was a new city manager who had served the city in the past; he was known, well-liked by most and was able to bring some stability to an administration that had gone through a very difficult period of time and knew that there were many rough months ahead.

The Deputy City Manager was shown the door; there was a new Chief Planner with a team that needed help and support.

The learning curve for the five new council members was steep; some are not doing all that well.  Some have surprised us while others have been a disappointment.

What is evident is that this Council is pulling together and doing so rather well.

Collectively they are taking on huge issues – Climate Change was a challenge they did not shirk.

The opportunities to do things that were badly needed were embraced and while there is a lot that is not yet known – the outcome, whatever it is, will not be because this council didn’t try.

The members of council are learning the strengths and weaknesses of their colleagues; they are as well learning which Staff members are straight shooters and which are not to be relied upon all that much.

None of the five had any idea that the experience they are having is what they imagined the day they submitted their nomination papers.

The city’s downtown core is under an Interim Control Bylaw which means nothing moves forward until the research and the deep thinking is done.

The re-write of portion of the Official Plan is taking place – with the Planning staff trying every idea out there to involve the citizens.

Some stunning developments have been brought forward; all of which would be embraced quickly by Mississauga – but Burlington is not Mississauga.

Council has to come to terms with wanting to do everything and what fiscal reality will permit.  There are only so many Reserve funds that can be raided.

At this point council deserves to be told publicly that we appreciate what they are trying to do and wish them well as they enter their second year of their four year term.

A closer review however is merited.

The day Meed Ward let the outgoing council have it right between the eyes.

Reducing the speed limits in Kilbride is proving to a problem for the ward Councillor.

In a memo to the Planning & Development Committee ward 3 Councillor Rory Nisan advises his colleagues that “ In many respects Kilbride Street is unique in Burlington. Located in the center of a village, it has a fire department, elementary school and park within a small stretch of road, with sidewalks on one side in some areas and no sidewalks at others, while also being a through point for traffic moving east-west through North Burlington.

“Kilbride residents enjoy walking along Kilbride Street and have raised concerns regarding speeding in the area” said Nisan in his memo. Many of his constituents have been very vocal.

Nisan had promised the people of Kilbride that he would get the speed limits reduced – so far he hasn’t been able to deliver on that promise.

Councillor Nisan has not been able to convince Transportation staff to reduce the speed limits;his hope is that staff might consider a community safety zone. If put in place a safety zone could be an effective tool to prevent speeding by doubling speed fines, acting as an immediate deterrent.

Nisan points out that automated speed enforcement may be applied in 2020 but will only be allowed in community safety zones. He advises that he “will be bringing the following staff direction to the December 3, 2019 Planning & Development Committee meeting:

Direct the Director of Transportation to conduct an expedited review of Kilbride Street to determine whether a community safety zone is warranted and provide a report including the review’s methodology, findings and a recommendation to committee by January 2020.

The Director of Transportation and the Councillor need to get out and talk this through. Vito Tolone knows transportation and is known to have co-operated in the past.   There is a solution here. Might take some listening on the part of the Councillor.

The Gazette has, or is in the process of, publishing news stories on each of the nine precincts the city planning department set out.

Those precincts are a part of a plan for the downtown core that, once approved will be part of the city’s adopted but not yet approved approved Official Plan.

Mayor 'shocked and disturbed'.

Earlier today Mayor Marianne Meed Ward released a statement setting out how “shocked and disturbed” she is over the spilling of waste into Cootes Paradise that took place during a period of time that is measured in years.

The news of the spill broke more than five days ago – what took the Mayor so long to prepare and issue a statement? – looks like public posturing.

Mayor Meed WardThe Mayor said: “Like residents of Burlington, Hamilton and neighbouring municipalities, I am shocked and disturbed to hear of the massive sewage spill into the Cootes Paradise watershed. Like many, we are left asking how such a thing could have happened over such a long period of time, what the impact is to the environment and our residents, and why the public, and partnering municipalities and agencies were not notified.

“We are aware that the Ministry of Environment, Conservation & Parks is investigating, and we look forward to a full understanding and public reporting of what occurred. However, we shouldn’t have to wait to hear about sewage spills at the conclusion of a Ministry of Environment investigation; this is an environmental and public health issue that needs to be addressed collectively right away.
“There are more questions than answers at this point, and Burlington will be requesting a full response to these questions on behalf of all residents impacted in our area communities including:

“1. What is the human health impact to residents living around the Bay, or who have enjoyed recreation at the Bay? What is the impact to the ecology of the Bay, and plants, wildlife? How will the impacts of the spill be remediated?

“In this endeavour, Burlington stands ready to assist, as we have in the past on the Randle Reef cleanup ($2 million contribution) and Cootes to Escarpment eco-park initiatives.

“We need these answers immediately.

Chedoke CreekIn a release on Wednesday, the City of Hamilton admitted 24 billion litres of sewage spilled into Chedoke Creek between January 2014 and July 2018.

“2 – How can we ensure this never happens again? How did this happen over a long period of time without being detected and immediately addressed? Do we have appropriate monitoring protocols in place to test water, raise red flags and prompt investigations when contaminant levels are elevated?

“3- Is there provincially mandated public reporting of any spills that affect air, land or water, and if not, why not?
“We will be seeking that the province implement immediate mandatory public reporting of any spill that has the potential to contaminate land, air or water. In the meantime, I commit to voluntary reporting and to look into whistleblower policy protections; I will encourage area municipalities and regions to do the same.

“Had this been in place, Burlington and agencies with a role and stake in Cootes Paradise would have been immediately notified of the spill, along with the public. We should not have to learn about contamination of our shared water from media reports.

“As we go forward, looking for answers, preventative action and remediation, Burlington stands ready to help.

“The City of Burlington and the City of Hamilton are neighbours and our friendship and history of working collaboratively together goes back many years. We are also partners in many formal areas, such as the cleanup and remediation of Randle Reef, our shared work of traffic management in the Waterdown Area, and as part of the Bay Area Climate Change Office, to name just a few. Given this relationship, along with our shared watershed and potential impact to residents, it is unacceptable that we (and the public) were not been notified of this spill in a timely and direct manner.

“We are focused on getting answers, making sure something like this doesn’t happen again and doing what is necessary to cleanup the mess in our shared watershed.

“I’ve had an opportunity to speak with Councillor Lloyd Ferguson, Chair of the Public Works committee and member of the Royal Botanical Gardens and Hamilton Conservation Authority Boards, as well as Maureen Wilson, Deputy Mayor, to share our concerns and questions and formally ask for the release of all documents to the public and ourselves.

“I have a scheduled (sic) called (sic) with Mayor Fred Eisenberger to share the same information and request.

“As we did before with the clean-up of Randle Reef, the City of Burlington is ready to help our neighbour and partner for the greater good. The environment, clean water and clean air are not confined to narrow municipal boundaries and the impact and resolution of this issue isn’t either.”

What would happen if the Loose Leaf Collection program was killed?

Keep that in mind as you look through what we have written about the Loose Leaf Collection Program and read the comments carefully.

Could it be that City Council is giving serious thought to the idea of killing the program as part of a tax saving measure?

The program is expensive and no matter that the city does – something goes wrong.

Leaf collection 2017 truckWhy not just get rid of it early in their term of office; give the native’s time to get used to the idea and boast about how you have managed to keep the budget at just a pinch above the 4% increase last year.

If that doesn’t fly – how about a Loose Leaf Collection levy?

This is a story that still has some legs – let’s see where the tail that wags the dog takes us?

Festival of Trees returns to Performing Arts Centre.

The 3rd Annual Festival of Trees will be on display in the lobby and mezzanine of the Performing Arts Centre from November 20 – December 21, 2019.

Festival of treesThe pre-lit trees, donated by the Canadian Tire Burlington store, will be available to the public by auction. The proceeds go to Performing Arts Centre’s ‘Live & Local Artist Development Initiative’, which provides performance opportunities and support for Burlington-based artists.

Over 10,000 patrons are expected to visit the Centre during the Festival of Trees which will run from November 20th to December 21st from noon – 4pm, seven days a week.

Each tree is individually sponsored and decorated by a local business in Burlington. Patrons and visitors to BPAC will have the opportunity to take one of these trees home by silent auction.

“The Festival of Trees has quickly become a holiday tradition at BPAC, and a great opportunity to bring the joy of the season to our many visitors,” said Tammy Fox, Executive Director.

Easterbrook on New Street

Easterbrooks will be missed – it represents an age that was. Was it a barn that fronted on a country road?

It used to be a site where people would walk to New Street at Guelph line to buy an ice cream cone or a hot dog. It was one of the two Easterbrooks establishments that had been there for years. The building looked like a barn and probably was a long time ago.

This evening the site got approval in principle for a development that will consist of two towers that will reach 11 storeys; one will be a retirement home with 197 retirement home units to include 33 memory care units, and 145 apartment units.

The design is unique – the need the development fills is real.

The two towers will be joined by a passageway at the sixth and seventh floors.

The existing commercial on the site will disappear.
The approval of the development was significant in that it is the first development that acknowledges the need for both residential and retirement care space for a seniors’ population that is growing at the rate of 2% a year and will not top out for thirty years.

Councillor Paul Sharman has been both a persistent and insistent advocate for more in the way of accommodation and care for the aging population.

The original application went through numerous changes.

There was going to be commercial at grade – that was changed into space that would be a recreation/community amenity for the residents and the wider community.

The location is close to perfect for seniors who want to remain active. The library is a short walk away, the Seniors’ Centre is just as close and there is the Centennial Walkway five minutes to the south and a very very short block away a plaza that has all kinds of retail. The Dutch Confectionary shop is going to love the new business from this development.

The Tim Hortons in the Roseland Plaza is reported to be looking for a new location.

The Standing Committee approved a modified application for official plan and zoning by-law amendments made by TRG (New-Guelph) Inc. to permit the development of two joined 11-storey buildings on the site consisting of a retirement home building and a residential apartment building.

All the boxes that have to be checked off were covered. Staff did ask for some changes which for the most part were approved.

The Executive Director of Community Planning, Regulation and Mobility, Heather MacDonald will hold discussions with the applicant to secure community benefits in accordance with Section 37 of the Planning Act.

The modified approval consisted of additional front and side of building step-backs as well as increased setback of the underground parking structure from the front lot line.

The application went to the Planning department on February 2, 2018. On February 22, 2018 Planning Staff acknowledged that the application submitted was complete.  That’s a very decent turn-around time.

On June 19, 2019 the applicant submitted a complete re submission for review; this had to do with the change of plans for a Road Diet that had been proposed for New Street.

Kearns

Lisa Kearns: The ward Councillor didn’t move the report – didn’t sound all the excited about a development that makes sense.

This development is exactly what Burlington needs.  It meets an immediate need for rental residential and it meets a need coming straight at us – places for seniors who need some care.

What was disconcerting was that the ward Councillor wasn’t up on her feet to move the report.  The Mayor took on that task.

The buildings are proposed to be joined on the 6th and 7th floor, with the 7th floor being exclusively used for the care of residents with dementia and are referred to as memory care units.

Both buildings are proposed to be terraced down to 6 storeys at the back. The development proposes a combination of underground and surface parking, with the majority of spaces being provided in an underground parking structure. Vehicles are proposed to enter the site from a single driveway off New Street between the two proposed buildings. There are no dwelling units proposed on the ground floor of either building.

The revised submission will have 197 retirement home units to include 33 memory care units, an increase in the number of apartment units to 145, and an increase in the on-site parking to 360 spaces.

The property is known to be affected by groundwater contamination from an off-site source. Prior to any development occurring on the site, the applicant will need to demonstrate that the contamination can be mitigated, to the satisfaction of the Ministry of the Environment, Conservation and Parks (MOECP); a Holding Zone will be applied to the property.

CITY OF BURLINGTON POLICY CONTEXT

Current City of Burlington Official Plan has for the most part been met.
i) Compatibility is achieved with the existing neighbourhood character in terms of scale, massing, height, siting, setbacks, coverage, parking and amenity area so that a transition between existing and proposed buildings is provided.

Massing
The massing of the proposed buildings is appropriate at the rear of the property in the 6-storey building form. The lowest and narrowest profiles of the proposed buildings are located closest to the lot line abutting the low- density residential uses to the north; the proposed buildings fit within the 45-degree angular plane to the property line abutting the low- density residential uses, subject to the minor modifications recommended by Planning Staff.

Height
The proposed building height represents a substantial increase to what is permitted as-of-right by the current Official Plan designation of Neighbourhood Commercial (which permits 3-storeys). However, the siting of the proposed building and general building massing has resulted in an 11- storey building that will fit within a 45-degree angular plane to the lot line abutting the low-density residential uses to the north, subject to the modifications to the 6th floor building setback and 7th floor rooftop terrace setback recommended by Planning Staff. At the front of the building, facing New Street, the lower building section closely aligns with the height of the adjacent 6-storey building to the west.

Siting
The proposed buildings have been sited so that a 45-degree angular plane can be achieved from the property line abutting the low-density residential properties to the north. The proposed buildings have been sited closer to the front of the property to generally align with the established building setbacks along the north side of New Street on this block. The longer building faces are located along the side property lines, resulting in narrower building components at the rear yard interface. The siting has resulted in a generous rear yard amenity area for the future residents of the buildings. With regard to building siting, Planning Staff consider the proposed buildings to be compatible with the existing neighbourhood character.

The development is well situated on thee site – lots of pathways and good open space at the rear of the property.

Setbacks
The proposed building setbacks of the lower building form (floors 1-5) are acceptable to Planning Staff. Likewise, the reduction of the building massing to 6-storeys and proposed rear yard setback assists in providing compatibility with the adjacent low-density residential properties to the north. The proposed setbacks of the upper portion of the building require adjustment to ensure compatibility with the streetscape of New Street and adjacent properties on either side of the development. As noted previously in this report, Planning Staff are recommending modified approval to require a 3m building stepback at the front of the building starting at the 6th floor, as opposed to the 1.5m stepback proposed by the applicant. The additional building stepback recommended by Planning Staff assists in reducing the upper building scale and massing along the New Street frontage. This building face stepback aligns with the recommendations of the City’s Mid-Rise Design Guidelines.

The building design proposed by the applicant provided one 7.5m building wall setback (6.0m to the balcony) for the 11-storey building. Planning Staff have recommended that a 2.5m building stepback be provided along the building sides starting at the 6th floor. The additional side of building stepback will assist in providing adequate separation of taller building elements, should adjacent properties develop with a taller mid-rise building form. Subject to the modifications recommended by Planning Staff, the building setbacks can be considered to be compatible with the surrounding neighbourhood character.

Coverage
The applicant has proposed buildings which take up approximately 35% of the site area at grade. The remainder of the site is developed with landscaped and hardscaped area and a limited area for parking (10 spaces), driving and drop-off. The proposed building setbacks and site design allow for a large landscaped open space area at the back of the property and amenity area at the sides of the buildings. The proposed rear yard amenity area abuts the rear yard amenity space of the two low-density dwellings to the north. The applicant has amended their below grade building area to ensure the long- term protection of the cedar trees along the rear property line. Planning Staff feel that the proposed building coverage is appropriate in terms of compatibility with the surrounding neighbourhood character.

Amenity Area
The proposal includes outdoor common amenity area at-grade at the rear of the property, as well as along walking paths at the sides of the building.

Outdoor amenity area is also proposed as a rooftop terrace at the back of the building on the 7th floor. This rear terrace space is proposed only for use by the residents and staff of the memory care suites. A rooftop terrace on the 8th floor is provided as additional amenity space for the residents of the apartment building. All units in both buildings (with the exception of the memory care suites) are provided with private outdoor amenity space in the form of a balcony. Indoor amenity area is provided on the ground floors of each building and is also provided on the 7th floor exclusively for the residents of the memory care suites. A total of approximately 10,000 square metres of amenity area is provided throughout the site to support the 342 units proposed. Units in the residential building are proposed to be provided with approximately 27 square metres of amenity area per unit. Units in the retirement home building are provided with approximately 29 square metres of amenity area per unit. Memory care residents are proposed to have approximately 37 square metres of amenity area per unit.

There are two properties which share the rear lot line with the subject lands. The proposed rear yard common amenity area at grade abuts the rear yard amenity areas of the low-density residential dwellings on Karen Drive. The interface is appropriate as the uses at-grade in the amenity area on the site are passive and informal, and the amenity area is primarily landscaped with soft landscaping elements up to 8 metres from the rear property line.

Conclusion: As modified by Staff, compatibility is achieved with the existing neighbourhood character and represents an appropriate transition between lower density and higher density residential uses.

City of Burlington Adopted Official Plan, 2018
The intersection of Guelph Line and New Street is identified as a Neighbourhood Centre in the adopted Official Plan. Halton Region has identified areas of non-conformity, and as such, the adopted Official Plan will be subject to additional review prior to its approval. Further, City Council has directed a new staff review and public engagement process to consider potential modifications to the adopted Official Plan in the area of the Downtown.

Burlington Hydro has commented that capacity is not available on the existing overhead power lines along New Street to accommodate the hydro services required for the proposed development. The developer will need to upgrade the hydro service from the northwest corner of Mayzel Road and New Street to make adequate servicing available. The system upgrades will be at the expense of the developer. The building will need to provide an electrical room along the south wall of the underground parking structure, accessible to Burlington Hydro staff. Burlington Hydro will be consulted on the specifications of the electrical room requirements at the Site Plan stage.

Rivers: A Thought on Some of the Cabinet seats Trudeau has to Fill.

For a minority government to survive it will need support from one or more of the other parties – each has their own priorities.

For the NDP, Greens and BQ a top priority is for the federal government to do more about reducing Canada’s carbon footprint. And that is exactly the opposite of what the opposition Tories are looking for.

Canada’s environmental performance among G7 nations has been graded a big fat failure. Along with the USA and Japan, we would push the world’s thermometer up 4 C, almost three times the Paris agreement goal of 1.5 C.

Pipeline -Transmountain

Canada is the fourth largest oil producer in the world and fourth largest oil exporter.

Alberta is the largest source of Canada’s carbon emissions. And despite all the noise about how the oil industry is dying, Canada is the fourth largest oil producer in the world and fourth largest oil exporter, even without any more pipelines. In fact Canada exports even more oil than we use domestically.

Alberta Premier Jason Kenney.

And while investment in new oil development has petered-off since the oil price crash back in 2015, Alberta is still the wealthiest province in the federation with the highest per capita incomes. So when Jason Kenney says that the rest of Canada doesn’t understand the west, he means that we don’t get that he wants even more… money. He’ll tell you that Alberta’s oil contributes to our high standard of living, and he’s right though that would be less the case were he to be successful in dismantling Canada’s income equalization program.

On that note, it wasn’t even ‘Albert’s oil’ before the federal government deeded natural resources to the prairie province in the 1930’s. Not that we should expect a thank you, but recall how former premier Lougheed beat up Justin’s father when he introduced a plan to share those national resources for the benefit of the rest of the country, and wean us off foreign oil in the process. The irony clearly escapes Albertans when they demand more pipelines, because Pierre’s government would have built them all under that program.

And today, there is monumental disconnect in vision between the oil producing provinces and the rest of us Canadians. After all, two thirds of us voted for a political party whose main policy was to reduce Canada’s carbon footprint, not increase it.

An unhealthy similarity to the southern United States.

So using the ‘best defence is an offence’ argument, Mr. Kenney and Mr. Moe have declared a kind of civil war. Yes, their demand for the provincial right to unimpeded oil patch development has an unhealthy similarity to the southern US states once demanding their right to maintain slavery.

How is a prime minister supposed to govern a nation so badly divided? Mr. Scheer has counseled appeasement. Cancel the carbon tax and ram through pipelines everywhere to allow the western provinces to reinvigorate investment in the oil sector. That is exactly what he would have tried to do had he been elected.

But that will not fly with the rest of the country, especially not in Quebec or B.C. which are opposed to more pipelines and have their own carbon pricing systems in place. Mr. Moe left his meeting with Trudeau complaining that Justin wasn’t listening. But it’s not so much about listening as about the message.

Catherine McKenna

So when Trudeau fashions his new Cabinet he will need to make reconciling those western secessionist voters a priority. At a minimum that will require some fresh faces in the key area of national dispute, climate change. Catherine McKenna has been a great voice for the fight against climate change, leading the introduction of some 50 measures to reduce Canada’s carbon footprint, including the carbon tax.

McKenna has been passionate, and even combative, on the environment in dealing with premiers like Mr. Ford. And In return she has been ridiculed by the ultra-right media and been the victim of personal threats to herself and her family. It would be a surprise were she to stay in that portfolio when the PM announces his new cabinet next week. But second guessing the making of a Cabinet is a fool’s game – only the PM knows.

Freeland

Chrystia Freeland – kept the NAFTA negotiations on the table and moving.

Though there is brilliant and talented Chrystia Freeland. She’s this rock star and skilled negotiator who kept the NAFTA file together, despite an unpredictable US President Trump. An Alberta native herself, she is also a Rhodes scholar and former writer with a number of journals including the business oriented Economist. She is also widely admired by most Canadians, some even suggesting she should be our next PM.

Changing the channel in the oil patch provinces would be a challenge deserving of her skills. It is a tall order and failure is not an option. History will show that it was mainly Pierre Trudeau who kept Quebec in Canada during those early seventies. And now it’s up to his son to make sure we shore up the west.

Angela Morgan to leave job as City Clerk - takes on Customer Service.

In September we saw a new organizational design which, according to the City Manager, positions the City to meet its strategic goals over the balance of this term of Council and beyond.

The initial change also signaled the City’s continued attention to the customer experience; one of those changes was the creation of a new Customer Experience Manager-Business Development.

The first time the Gazette worked with City Clerk Angela Morgan was when she signed the documents confirming the results of the 2010 municipal election.

The big news is that Angela Morgan has been named Executive Lead-Customer Service; she will also continue in her role as City Clerk until a new person is hired. There will be eyebrows raised on that decision.

The intention is to strengthen the customer experience. Council’s approval of the new organizational structure and strategy was to provide an excellent end-to-end experience for the City’s customers. Among the key responsibilities of the Executive Lead-Customer Experience will be to develop and implement an updated customer experience strategy, including the full implementation of an advanced Customer Relationship Management software, and establishing service standards through a “Customer Experience Commitment” for each department/service area.

“Our new strategy to meet our customers needs will also mean establishing a new Service Burlington customer service centre on the main floor lobby of City Hall for customer interactions; and establishing a physical “one window” for development customers as result of Red Tape Red Carpet also on the main floor lobby of City Hall.”

Tim Commisso, City Manager added to that saying: “Moving forward with this new structure allows the City to provide a more robust, coordinated and seamless customer experience to our residents and businesses. Customer experience to me means the experience our customers have during all points of contact with the City.

“From walking through the door to a welcoming environment, to receiving service at the counter, to going online and seamlessly accessing an online service. Our residents and businesses expect fast and convenient service and cities always have to evolve to meet those needs.”
Perhaps the desk with the word SECURITY glaring at anyone who walks into city hall will get a heave–ho as well.
