Demand for illegal drugs appears to be real; police arrest four on drug charges

Bandanas replaced face masks for thieves who rob an LCBO location

The Halton Regional Police Service arrested four males in connection to theft of alcohol from the LCBO in the City of Burlington on the 25th of March 2020.

Thieves decided to stock up early on their Christmas Cheer - break into LCBO and run off with 70 bottles.

The LCBO looked like an easy target for four thieves- vigilant staff and customers got a license plate number – police arrested the four shortly after.

Three males entered the LCBO on Appleby Line just before 4pm wearing bandanas over their faces while carrying cloth style shopping bags.

The masked males proceeded to load their bags with various bottles of alcohol. A fourth male was waiting outside the store in a Blue Dodge Caravan and proceeded to flee the area once the other males exited the LCBO.

Witnesses at the LCBO provided a description of the Dodge Caravan and licence plate to police.

Police officers attended the area and quickly conducted a traffic stop on the suspect vehicle. All four males were arrested without incident a short distance away from the LCBO.

The following individuals have been charged with one count of Theft under $5000:

• Tristan Bird (18 years) of Toronto
• Ivan Bird (47 years) of Toronto
• Miguel Soto (39 years) of St. Catharines
• Michael Moore (39 years) of Toronto

All parties were released on an Undertaking.

We acknowledge that this will cause an inconvenience, but it is paramount that we all do our part at this time to ensure our collective health and safety.

For collision reporting, individuals can continue to attend our 20 Division location at (95 Oak Walk Drive, Oakville) to make a report between the hours of 10am and 6pm, seven-days-a-week. Those individuals can expect to be asked a series of screening questions related to COVID-19 to ensure the safety of our members.

Police revise their call screening procedure

In light of recent developments in the region with respect to COVID-19, the Halton Regional Police Service is revising their call taking procedures.

Effective immediately, if you are calling our Service through either the non-emergency number, or via 9-1-1, you will be asked a series of strategic screening questions so that we can better assess the risk of potential exposure to COVID-19.

These screening questions, informed and guided by Public Health, will ensure that our officers are donning the appropriate personal protective equipment (incl. gloves and masks). This is for the protection of our frontline officers, as well as the protection of those we serve.

We urge members of our community to continue to use our non-emergency line and 9-1-1 line appropriately. Additionally, we wish to remind residents that for general information regarding programs and services offered by the Region of Halton, they may call 3-1-1.

Legal cannabis retail outlets seem to have to compete wieth illegal operations who are running into problems with the police.

Burlington may have five retail cannabis operations but they aren’t getting all the business. The illegal market appears to be doing quite well.

Some of the illegal competition is having problems with the police.

The Halton Regional Police Service – Burlington Street Crime Unit concluded a three month drug trafficking investigation. On Wednesday March 4, 2020, two males were arrested and charged with the following offences:

-Possession for the Purpose Trafficking (Clonazepam)

Shakespeare at the Rock on the move - Dundurn Castle is their new home.

In the summer the Tottering Biped Theatre (TBT) creates contemporary, highly physical interpretations of Shakespeare. Since 2016, TBT has presented original takes on Shakespeare at the beautiful Rock Gardens of the Royal Botanical Gardens.

The team descends on the Gardens each August to present the contemporary issues they care about with flair to the words of the immortal Bard, marrying the traditional with the issues of today to inspire reflection, new perspectives, and change.

Founded in 2009 as a social justice inspired Theatre Company, they devise contemporary pieces through a workshop process spanning several years to create highly physical works of artistic excellence during the Fall/Winter.

They define their mandate as promoting conscious evolution through Theatre, emphasizing themes of social justice; their works have addressed poverty, Israeli-Palestinian relations, same sex marriage, violence against women, and mental health.

Unfortunately, the RBG has decided not to present the TBT work again after four years of collaboration and despite having the largest audience yet in 2019, so TBT found  a new home it will be Shakespeare at the Castle – Dundurn Castle in Hamilton, Ontario.

“There are some things about this change that are incredibly exciting”, said Trevor Copp, Director of TBT. “This shift will radically improve our accessibility. We have always wanted to offer ‘pay what you can’ tickets, but the RBG dictated ticket prices, making this impossible.

Dundurn Castle will be the new home for the Shakespeare program – more space is one of the advantages.

With Shakespeare at the Castle, we will finally be able to make all tickets ‘pay what you can’ so that more people can get in and get their Shakespeare on!

“We will also now be much closer to downtown Hamilton at a location that is much more accessible by public transportation, again allowing more people to enjoy our shows and receive the benefits of the arts.

“We will also now have more artistic control over the work and be able to fully embrace our own Hamilton aesthetic while pursuing our goal of getting living wages into the hands of emerging professional artists in our area.”

HRPS crestA 14 year old boy has been charged with the following offences related to a series of bank robberies.

On February 26, 2020, police executed a search warrant at a residence in Kitchener and arrested a 14 year old male from Toronto. He has been charged with the following (25) offences:

-Robbery with Firearm x 3
-Robbery x 1
-Disguise with Intent x 4
-Fail to Comply with Youth Sentence Order x 4
-Fail to Comply with Release Order x 3
-Fail to Comply with Probation Order X 2
-Point Firearm x 3
-Possession of Property Obtained by Crime Over $5000 x 2
-Possession of Property Obtained by Crime Under $5000 x 1
-Utter Threats x 2
The robbery charges stem from the following robberies:
December 28, 2019 – Private residence in Halton Hills
December 30, 2019 – Bank of Montreal (Maple Avenue, Milton)
January 7, 2020 – Scotiabank (3rd Line, Oakville)
January 28, 2020 – Royal Bank (Guelph Street, Georgetown)

The accused has been remanded in custody until February 27, 2020.

Emma Cassidy (21) of Kitchener, was also arrested during the search warrant. She has been charged with:

-Uttering Forged Document

Cassidy was released on an undertaking.

These arrests have been made after an investigation into a series of armed robberies throughout the Greater Toronto Area. GTA Police agencies analyzed the incidents and noted an increase in armed robberies beginning in October of 2019. The robberies typically involved at least two armed suspects entering banks and retail locations and demanding cash, with a noted increase in violence by the culprits.

The investigation into bank robberies in Halton and the GTA is ongoing. Police would ask residents in the community remain vigilant and report any suspicious activity in the area of local banks or retail outlets. If residents witness a crime in progress, they are asked to call 911.

Purse snatchers arrested - held for a bail hearing.

Having your wallet stolen is bad enough – for a senior it is devastating.

During the past six month predators were stalking older people, usually women, and stealing their purses.

The Halton Regional Police have arrested and laid charges against one male and two females in relation to multiple identity fraud incidents which occurred during January and February of this year.

A total of six purse thefts occurred in the City of Burlington and Town of Oakville from grocery stores targeting older adult females. The victim’s financial cards were used following the thefts to purchase items from retail stores as well as gift cards from local merchants. The estimated total loss is over $2,500.

Investigation by the Burlington and Oakville Criminal Investigations Bureau has led to the charges against the following individuals;

• Fraud Under $5,000, five counts
• Personation with Intent, four counts
• Fraudulent Use of a credit card, four counts
• Possession of Property Obtained by crime, three counts

• Theft Under $5,000, two counts
• Fraud Under $5,000, six counts
• Personation with Intent, five counts
• Fraudulent Use of a credit card, five counts
• Possession of Property Obtained by crime, four counts

Carlos Andres GUITERREZ BERNAL (male, 22 years old)
• One charge of: Fraud Under $5,000.

All three accused were held for a bail hearing on the 24th of February 2020.

Shoppers are reminded to pay close attention to their surroundings and keep a close eye on their valuables. Purses should be kept on your person at all times. Do not leave items such as purses and cell phones unattended in grocery carts while shopping.

Any fraudulent activity on your financial cards should be reported immediately to your bank and to police.

Three arrested and charged with vehicle theft

Here is how it went.

A van was stolen in Toronto.

Halton police - good angleThe driver gassed up in Burlington and then drove off without paying.  The garage attendant call the police – that was at 1:00 pm

The driver parked the van in a parking lot at Guelph and Upper Middle Road where the police spotted the vehicle.  That was at 1:25 pm.

The police report tells the rest of the story.

On February 18, 2020 shortly after 1:00 pm police were contacted by a gas station to report a fuel theft. The vehicle involved in the theft was stolen from Toronto.

Halton officers located the stolen van inside a parking lot at the intersection of Guelph Line and Upper Middle Road in Burlington at approx. 1:25 pm and parked behind it to initiate an arrest of the occupants.

The van attempted to flee the scene and intentionally struck the police cruiser and other surrounding civilian vehicles. With the help of one off-duty (Halton) officer who happened to be in the lot, police were able to arrest all three suspects without injury.

On February 7, 2020, just after 3:30 pm, Halton Police officers conducted a traffic stop in the area of 7 Highway and Sixth Nassagaweya Line in Milton. As a result of an investigation, Frank McCormack (26) of Halton Hills was charged with blood alcohol concentration 80mgs or more, within two hours.

On February 8, 2020, just after 2:00 am, Halton Police officers responded to a citizen-initiated complaint in the area of Glenashton Drive and N Ridge Trail in Oakville. As a result of an investigation, Gaetano Boncore (21) of Oakville was charged with operation while impaired and failure or refusal to comply with demand.

On February 8, 2020, just before 9:00 pm, Halton Police officers responded to a citizen-initiated complaint in the area of Walkers Line and Mainway in Burlington. As a result of an investigation, Mary Crupi (24) of Burlington was charged with operation while impaired.

On February 9, 2020 just after 1:00 am, Halton Police officers responded to a collision in the area of the 407 Highway and Derry Road in Milton. As a result of an investigation, Zaharija Panizovski (45) of Woodbridge was charged with operation while impaired and blood alcohol concentration 80mgs or more, within two hours.

On February 9, 2020, just after 1:30 am, Halton Police officers conducted a traffic stop in the area of Donegal Drive and Kerry Drive in Burlington. As a result of an investigation, Cole Wegener (22) of Burlington was charged with operation while impaired and blood alcohol concentration 80mgs or more, within two hours.

On February 9, 2020 just before 2:00 am, Halton Police officers responded to a collision in the area of Trafalgar Road and McCraney Street in Oakville. As a result of an investigation, Kenneth Boyd (29) of Alton was charged with operation while impaired and blood alcohol concentration 80mgs or more, within two hours.

The Halton Regional Police Service remains committed to road safety through prevention, education and enforcement initiatives.

Members of the public are reminded that driving under the influence of drugs and/or alcohol is a crime in progress and to call 9-1-1 immediately to report a suspected impaired driver.

City gets an injunction against 'party house' and recovers costs as well. Kudos for that win.

The city announced earlier today that its Legal Services department was successful in obtaining a permanent injunction against homeowners operating a commercial ‘party house’ in a residential area on Lakeshore Road near Goodram Drive in contravention of the City’s zoning bylaw.

Wild parties, noises that went well into the early mornings. By law enforcement found their hands tied – a Judge untied them and gave the city a permanent injunction.

The City had received numerous complaints about the property being rented for parties, weddings and other events. These events caused residents in the area great amounts of stress and denied them the normal enjoyment of their neighbourhood.

The order obtained by the City prohibits the use of the property for commercial purposes or otherwise in a manner not permitted by City’s zoning bylaw. The City was also awarded costs in favour of $9500.

The order is subject to a 30-day appeal period.

Background:
When the City receives bylaw enforcement related complaints, City staff review and investigate the complaint.

If it is determined that a bylaw infraction has occurred, then City staff begin by working with the property owner to gain compliance, educate the property owner and to ensure it doesn’t occur again.

The vast majority of complaints are dealt with in this manner

In instances where an agreement can’t be reached with the property owner(s) to gain compliance or there are repeat violations, the City may lay charges under the appropriate bylaw or seek to obtain compliance through other means, which may involve Superior Court proceedings, where appropriate.

The City receives over 4000 bylaw related complaints a year.

On February 2, 2020 just before 3:30 pm, Halton Police officers responded to a collision in the area of Third Line and Speers Road in Oakville. As a result of an investigation, Viktor Zhygadlo (38) of Mississauga was charged with blood alcohol concentration 80mgs or more, within two hours.

On February 2, 2020 just after 7:30 pm, Halton Police officers responded to a collision in the area of Appleby Line and Upper Middle Road in Burlington. As a result of an investigation, Fation Pogace (44) of Burlington was charged with blood alcohol concentration 80mgs or more, within two hours.

This was on my Facebook. Pics were posted at 2:57pm yesterday. No handicap sticker.

This is what I mean with there is a lot of work to do to clean up the city. The sense of entitlement is overwhelming with City staff, their abuse of power and the continued waste of our tax dollars

Will this person be disciplined or another wipe under the rug?

Not much we can add to that other than that the city now knows.

Tough for the driver of the car to miss the markings on the parking spot and the sign – given that they backed into the space. Penalty should be whatever the fine is for this infraction plus a note in their HR file.

On January 29, 2020, just before 10:30 pm, Halton Police officers responded to a citizen-initiated complaint in the area of Hinchey Crescent and Landsborough Avenue in Milton. As a result of an investigation, Kimberley Lalonde (46) of Milton was charged with blood alcohol concentration 80mgs or more, within two hours.

On January 30, 2020 just before 10:00 am, Halton Police officers responded to a collision in the area of Trafalgar Road and River Oaks Boulevard in Oakville. As a result of an investigation, Andrej Kilinger (34) of Oakville was charged with blood alcohol concentration 80mgs or more, within two hours.

On January 30, 2020 just after 4:00 pm, Halton Police officers responded to a collision in the area of Queen Street East and Tanners Drive in Halton Hills. As a result of an investigation, Martin Williams (37) of Georgetown was charged with operation while impaired and blood alcohol concentration 80mgs or more, within two hours.

On January 30, 2020 just before 8:00 pm, Halton Police officers responded to a collision in the area of James Snow Parkway and Highway 401 in Milton. As a result of an investigation, Bogumil Sasko (48) of Mississauga was charged with blood alcohol concentration 80mgs or more, within two hours.

Naming people who have been charged with driving under the influence of alcohol or a controlled substance.

The information set out below is provided to media by the Halton Regional Police who are committed to road safety through prevention, education and enforcement initiatives.

The Gazette takes the position that an informed society can make informed decisions. Which leads us to a bit of a predicament: for those who are found not guilty of an offence or for whom the charges are dropped there is no public record because the police do not report on what happens to a case that they turn over to the Crown prosecutor.

That is why we stopped publishing the information the police provide.

The police would prefer to have the information published and suggested we work with the Crown prosecutors. Our editorial resources are stretch to the limit as it is. We just don’t have the time to chase after Crown Prosecutors.

We are going to take different approach and put a statement at the top of each media release that will read as follows;

On January 24, 2020 just before 7:00 pm, Halton Police officers investigated a collision in the area of Royal Windsor Drive and Ford Drive in Oakville. As a result of an investigation, Michael Borre (25) of Lindsay was charged with operation while impaired and blood alcohol concentration 80mgs or more, within two hours.

On January 25, 2020, just before 5:00 am, Halton Police officers responded to a citizen-initiated complaint in the area of Upper Middle Road and Trafalgar Road in Oakville. As a result of an investigation, Zivko Kovacevic (42) of Oakville was charged with blood alcohol concentration 80mgs or more, within two hours.

On January 25, 2020, just before 10:00 am, Halton Police officers conducted a traffic stop in the area of Queen Street and Wellington Street in Acton. As a result of an investigation, Donald Reavely (48) of Kitchener was charged with blood alcohol concentration 80mgs or more, within two hours.

On January 26, 2020, just before 1:00 am, Halton Police officers conducted a traffic stop in the area of Wilson Street and Rebecca Street in Oakville. As a result of an investigation, Donna Hoffman (64) of Toronto was charged with blood alcohol concentration 80mgs or more, within two hours.

On January 26, 2020, just after 1:00 am, Halton Police officers were conducting a R.I.D.E. initiative in the area of Guelph Line and No.15 Side Road in Milton. As a result of this initiative, Laiju Kazhuthamalayil Paulose (37) of Scarborough was charged with blood alcohol concentration 80mgs or more, within two hours.

On January 26, 2020, just after 9:00 pm, Halton Police officers were conducting a R.I.D.E. initiative in the area of Mill Street East and Main Street North in Acton. As a result of this initiative, Kyle Gorda (32) of Burlington was charged with dangerous operation, operation while impaired and blood alcohol concentration 80mgs or more, within two hours.

On January 26, 2020, just after 10:00 pm, Halton Police officers conducted a traffic stop in the area of Mountainview Road South and Sinclair Avenue in Georgetown. As a result of an investigation, Thomas Diardichuck (45) of Georgetown was charged with blood alcohol concentration 80mgs or more, within two hours.

On January 26, 2020 just after 11:00 pm, Halton Police officers responded to a collision in the area of River Glen Boulevard and Towne Boulevard in Oakville. As a result of an investigation, Kelly-Ann Cassidy (22) of Oakville was charged with blood alcohol concentration 80mgs or more, within two hours.

Members of the public are reminded that driving under the influence of drugs and/or alcohol is a crime in progress and to call 9-1-1 immediately to report a suspected impaired driver.
