48 % APR interest rate for loans between $10,000 and $500,000.00 will be legal

The following came to us from a law firm that is one of the top five in the country:

On January 24, 2024, Kelby Carter and Alana Scotchmer of our Financial Services Group  wrote about the federal government’s overhaul of the Criminal Code‘s criminal interest rate provisions. They noted that as part of the 2023 budget the federal government proposed several sweeping changes to the criminal interest rate rules, including:

      1. Changing from an effective annual rate (EAR) to an annual percentage rate (APR) method of calculating criminal interest.
      2. Lowering the criminal interest rate from 45 percent APR (60 percent on an EAR basis) to 35 per cent APR.
      3. Capping the cost of payday loans (defined as “an advancement of money in exchange for a post-dated cheque, a pre-authorized debit or a future payment of a similar nature”) at $14 per $100 borrowed.
      4. Introducing several exemptions for commercial loans over $10,000.00 and for pawn loans.

The federal government proposed that these changes would take effect through a change to the wording of the Criminal Code itself, as well as through a new set of regulations called the Criminal Interest Rate Regulations. However, the federal government had not previously announced when these changes would come into force.

Announcement of effective date for rules

As part of its 2024 budget, the federal government announced its intention to push forward with implementing the proposed changes to the Criminal Code’s criminal interest rate provisions. Accordingly, after a period of regulatory review and consultation the federal government has announced that the criminal interest rate changes will come into effect on January 1, 2025.

We expect that these measures will reduce uncertainty for lenders and increase access to more flexible loan structures for commercial borrowers (borrowers other than natural persons). Commercial borrowers and lenders will now be able to structure loans with up to a 48 per cent APR interest rate for loans between $10,000 and $500,000.00. Further, commercial loans over $500,000.00 will be able to be structured with no cap on the interest rate, allowing for more flexibility for commercial borrowers who may present a more difficult credit risk.

Budget 2024: Further efforts

Though the changes introduced in 2023 and coming into force in 2025 represent the Liberal government’s main efforts to adjust the criminal interest rate provisions of the Criminal Code, the government is not done with this topic yet. As part of its 2024 budget, the government announced further changes to the Code’s criminal interest rate provisions. In particular, the government has introduced the following material changes:

      1. A new offence of “entering, offering to enter, or advertising an offer to enter” an agreement that provides for the receipt of interest at the criminal rate.
      2. The government has repealed section 347(7) of the Code, which required the attorney general to consent to any prosecution in respect of criminal interest rates.
      3. New definitions for “interest” and “credit advanced,” which incorporate language to capture the new “entering, offering to enter, or advertising an offer to enter” offence.

The federal government passed its 2024 budget on June 20, 2024. However, these changes will come into force on a date to be fixed by cabinet.

In its promotional materials for the budget the government described these changes as “empowering law enforcement” to “protect vulnerable Canadians from harmful illegal lenders.” The materials also note that the federal government intends to work with the provinces to consider other methods of fighting predatory lending, such as enhancing transparency, disclosure, and marketing practices for payday loans.

Lenders and borrowers will need to keep an eye out to watch for the effective date of the new “entering, offering to enter, or advertising an offer to enter” offence, and can expect that the federal and provincial governments will make more changes to interest rate and lending regulations in the future.

Summary

January 1, 2025 is the date the new changes to the criminal interest rate provisions of the Criminal Code come into force. Accordingly, lenders and borrowers of all stripes should be proactive in adjusting their documentation and policies to account for the new changes. Zoning bylaw to be upgraded: four units as-of-right on a property is now in place

The City of Burlington is starting its New Zoning Bylaw Project that will make it easier for residents planning home renovations, developers building new homes and businesses looking to open in Burlington. This updated zoning bylaw will:

    • be easy to use;
    • reflect modern zoning practices;
    • streamline development review and approvals; and
    • implement the objectives and policies of the new Official Plan (Burlington Official Plan, 2020).

This project will create a new Zoning Bylaw that will provide an updated set of rules for land use planning and development across Burlington.

Burlington’s new Zoning Bylaw will be done in phases. Phase 1 will focus on supporting more housing options in Burlington neighbourhoods. Residents are invited to take a quick survey  until Wednesday, July 31, 2024.

Phase 1 – Residential Zones is part of an ongoing conversation about Burlington’s community housing needs and will support:

  • Housing Strategy actions,
  • Council’s direction to implement four units as-of-right and
  • The Housing Accelerator Fund Action Plan

The City’s Official Plan Amendment to Increase Housing Options is being worked on at the same time as the New Zoning Bylaw Project and will inform Phase 1 – Residential Zones. It will focus on using planning tools including the Official Plan and Zoning Bylaw. These new policies and regulations will benefit current and future residents and get us closer to the vision for housing in Burlington.

City Council passed a resolution:

be it resolved that; Burlington City Council declare its intention to allow four units as-of-right

Staff was directed to engage with the community to implement four units as-of-right and the other actions identified in the Housing Strategy including implementing opportunities to increase the range of housing options available.

'Out of respect' - can you believe such balderdash

I have written extensively on the difficulty in getting information from the politicians, City Hall and the Regional governments to keep the public informed.

We were aware of a report that listed the names of streets on which houses were flooded and the number of homes that were flooded; not the address of the homes – just the number of homes on the street.

The data in the report came from the information the Region collected through their 311 service.

The data wasn’t providing the actual address of the homes – just the number of homes on each street.

Over a period of five days we bantered back and forth with the Regional media people.

We managed to get some of the information from material ward 5 Councillor Paul Sharman had sent out to his constituents (but not the Gazette) which had most of the information we were looking for.

Hours after publishing that data we got the following from the Region.

“Neighbourhoods who have been impacted by the recent floods continue to recover, and out of respect for their situations right now, we are not sharing impacted street information at this time.”

What a piece of crap: And we rely on these people to keep us fully informed?

Statements like this get approved at a higher level which at the Region would probably mean Jane McCaskill, the Chief Administration Officer .  The decision not to make the data available might be for liability reasons – lawyers would want that information

Shooting the messenger has never worked

Bromley Road resident Heather A send us an email asking why we were not publishing the notices sent out by all the Members of City Council

We had published much of what Councillor Kearns sent out because it had the most useful information.

Except for Councillor Stolte – we didn’t see anything from the other members of Council.

Mayor Meed Ward has forgotten we exist – except for the occasion she wanted to file a complaint and then she spent hours writing out an 11 page document that  wasn’t submitted on time and was filled with errors.  A graduate of Carleton University where she studied journalism and describes herself as a journalist who put forward a Motion at City Council affirming the rights of media – Meed Ward doesn’t walk her talk.

Heather sent us a list of the emails that were sent out by each Council member saying: “I am on the mailing list for all Councillors and the Mayor.   Perhaps you would be interested in the newsletters sent out since July 15, 2024:

We sent our email address to every member of Council, including the Mayor.  Sometimes we get something – more often what the public gets doesn’t seem to get to us.

Material from Kearns, Stolte and sometimes Sharman do get through.  We’ve not seen anything from Galbraith, Nisan and Bentivegna.

Somebody somewhere is playing with the names on the list.  The most recent issue was the notice Stephen White got from Councillor Sharman – we didn’t get that. Link to that story is HERE.   When we published that story we were not aware that Sharman did not include the Gazette in the list of people he distributed the information to.

That the members of the current council feel they can get away with this is intolerable.  They seem to have taken the view that shooting the messenger will work for them – that if the Gazette doesn’t know they, the municipal politicians, are safe.

This we did not need - bats in the Burlington Central neighbourhood tested positive for rabies

This was all we needed.  And we can’t blame this one on anybody.

On July 23, 2024, Halton Region Public Health confirmed that a bat tested positive for rabies. The bat was found in a Central neighborhood, in Burlington. This is the first confirmed case of rabies in a bat in Halton Region this year.

Rabies is a viral disease that causes severe damage to the brain and spinal cord and, if untreated before symptoms appear, can lead to death. The virus is spread through the saliva of an infected animal such as a raccoon, skunk, bat, dog, fox, or other wild animal, usually through a bite or scratch. Rabies illness in humans can be prevented with a rabies vaccine, which is extremely effective, but only if it is administered before symptoms occur.

Although rabies in bats is rare, bites from rabid bats have caused almost all human cases of rabies in Canada. Bats have small, needle-like teeth, and their bites easily go undetected. If you have been bitten, scratched or exposed to bat saliva, wash any wounds thoroughly with soap and water and seek medical attention immediately. If your healthcare provider recommends that you receive the rabies vaccine, make sure to stick with the schedule, and not miss any doses or take them on the wrong day.

It is not always possible to identify if a bat has rabies, however rabid bats may move slowly, lose the ability to fly, remain active during daylight hours or be unresponsive to loud noises. If you find a bat in your home, do not attempt to move it and contact your local Animal Control Services.

To report a wild animal that you suspect may have rabies, follow the steps on ontario.ca/rabies.

Protect your family and pets from rabies:

  • Know what to do when exposed to a bat or any other animal:

o             Call animal control services. Do not touch dead or sick animals with bare hands.

o             Collect the contact information of the animal’s owner/custodian where applicable (their name, address and phone number).

o             Immediately wash all bite or scratch wounds with soap and water and seek medical attention.

o             Report all animal bites or scratches to Halton Region Public Health by calling 311.

  • Take other prevention and safety measures:

o             Teach children to stay away from any wild, stray or aggressive animals.

o             Do not touch, feed or move wildlife, including young, sick or injured animals.

o             Avoid animals that are behaving strangely.

o             If you find a stray animal, report it to your local Animal Control Services.

o             Do not keep wild animals as pets.

o             Make sure your pet’s rabies vaccinations are up to date.

o             Keep your pet on a leash when off your property.

o             Bring your pet to a veterinarian if it has come in contact with a bat or other wild animal.

o             Animal-proof your home by filling any holes that could allow animals to enter.

Does city hall really need to babysit the taxpayers?

Why is it that the barn door gets closed when the horses are already out?

Message from city on social media:

City crews are continuing to clean out catch basin grates and culvert inlets as a result of last week’s storm. More rain is forecasted this week.

If you notice a blocked drain or inlet, call the City at 905-335-7777, and we will send out a crew to clear it.

City sends staff out to clear a catch basin.

Is there any reason why people can’t clean their own catch basins?  You don’t have to be a rocket science to take a broom or a shovel and remove anything covering a catch basin.

Clearing the catch basin isn’t very hard; a little tougher in the winter; make it part of clearing the side walk.

People have to take some responsibility for their own welfare and safety.

We tell people to change the batteries in their smoke alarms.  Send out instructions to every household showing people with good graphics how to clear the drains.

Vancouver took an interesting approach to the catch basin problem. That city  has 45,000 catch basins.  They came up with a neat idea – they asked people to adopt their catch basins.

Burlington spends a lot of time and money baby-sitting its citizens.

Flooding report withheld by city and Region gets made public by Councillor Sharman: huzzahs to him

Sooner or later what they don’t want you to know comes to the surface.

Paul Sharman sent data out to some of the people in his ward ( we aren’t sure if everyone got it – if it was a newsletter – we didn’t get it)

A constituent made mention of the data and we asked where it came from.

Here is what Sharman made available:

Sharman performs an important public service.

What would appear to be clear from the data made available and the Sharman comments is that if sump pumps and back water valves are installed and the creeks are inspected regularly with everyone being vigilant in this endeavour much of what the people in the city are going through can be eliminated next time – and there will be a next time.

Why the Region and the City have been sitting on this data is a little clearer – we didn’t fully learn the lessons form the 2014 flood

Why is flood data being withheld by the Regional government

There is a report created by the Regional government using data that resulted from 311 calls.

In order to be considered for an Ex Gratia grant from the Region people were required to report the flooding to their residence.

The report has been distributed to some of the members of Council and we would assume to City Hall.

We have been reaching out to a Regional media contact who has assured us that she will get it to us.

We reached out to the city to see if the Communications people could get us – they sent us back to the Region.

Whenever information is withheld – you can bet more than your lunch money there is something they don’t want you to know.

The report is said to be a list of all the streets that experienced flooding along with the number of houses on each street that were flooded.  Our understanding is that it is the number of houses and not the number of the house.  So they can’t use privacy as an excuse.

Our sense is that the city doesn’t want the public to know where the flooding was concentrated because it might point to where there were failures on the part of either the city administration or the Regional administration – maybe both.

Ward 3 experienced the most flooding – much of it the result of failures to clear grates at the end of culverts.

Information always gets out.  What surprises us a little is that the Region has already let the public know where the flooding took place.  Admittedly the data provided is at a macro level – not at a micro street by street level.

When they withhold information – you might want to withhold your breath.

In the meantime local business people are helping out every way they can.  One hospitality organization gave a person we would rather not name a big bunch of gift cards and asked that they be handed out.

What really caused the flooding and what are the financial implications for owners of homes seriously flooded?

A reader writes and asks: “Maybe its me, but was the extent of the water event damage due principally to the lack of attention, lapses in inspections and failure to remove debris that blocked grates exacerbated by not chipping limbs and trunks of debris?

Grate at the end of an eight foot wide culvert that moved water from the west end of Rambo Creek to a point where it crosses beneath Hwy 407 ETR

“Or was it due mostly to unpredictable amounts of rain? A combination of the aforementioned?

“In the end those affected will see increased insurance rates and less than full replacement issues.

“You have done a good job covering this  – a recap of the possible cause, sources, issues may be helpful.

“I am sure COB would like to get back to less serious matters: like selecting art for the Civic Square vanity project.”

We put the following to a number of people:

You own a house;

You are insured.

You are flooded – significant damage.

You file a claim

The claim is paid

The insurance company tells you that they will not renew your insurance,

You sell the house five years later – the owner didn’t ask if the house had ever been flooded and the owner didn’t tell the buyer.

Is the new owner going to be able to get coverage?

And if they don’t – could they sue the seller.

What you can and what you cannot get in the way of grants if your home was flooded

There has been some confusion around what is and what isn’t available in the way of grants for people whose homes were flooded.

Halton Region’s Ex-gratia Grant 

Halton Region’s Ex-gratia Grant ($1,000) for Public Sewer Backup can help residents to either offset the cost of an insurance deductible or help with flooding-related costs that are not otherwise covered under their home insurance policy.

To be eligible for the Ex-gratia grant, property owners must report flooding, regardless of the source, to Halton Region by calling 311 or emailing accesshalton@halton.ca. Halton Region Public Works staff will follow up as soon as possible to investigate. The grant will be available if Public Works staff have determined that:

  • A blockage occurred on the municipal side of the wastewater system; or
  • The wastewater backup was the result of a sewer surcharge.

City of Burlington Flood Relief Grant 

Residents with flooding who do not qualify for Halton Region’s Ex-gratia grant can apply for a City grant of $1000. Regional and City grants are only available to those who have reported home flooding by calling 311.

Anyone watching TV via their computer can’t have missed all those advertisement from Amazon about their Prime Days event coming up.

Push a product or sales event that much and you can bet that the scammers out there would latch on to it – and sure enough they did – so much so that Amazon is now putting out information on ways to protect yourself.

These are unexpected emails, calls, and texts from impersonators that often refer to an unauthorized charge for membership or notice of membership expiration. They ask you to verify your account by providing personal or payment information.

What to watch out for?

Scammers might send fake email attachments or say you are being charged a costly fee.

How can you avoid being scammed?

Now that we know what the basic redesign of Civic Square will be - let's look at who is going to provide the public art.

The City has decided on which of the three design that were created they want to go forward with.

There are some fervently opposed to the decision to spend public money on the decision to redesign Civic Square and create better entrances to City Hall.

Work will begin in September of 2025 and be completed  in the late summer of 2026 – months before the municipal election.  Council has a lot riding on what the Civic Square is going to look like.

There will be public art in the space; the budget is $200,000. This includes Phase 1 -Public Art Plan and Phase 2 – Artwork Fabrication and Installation. The budget includes all components related to the artwork design, engineering, fabrication and installation. Ten per cent of the budget will go to the Public Art Maintenance Reserve. The funding for the public art is from a prior Community Benefits Charge contribution.

LeuWebb has been chosen as the people who will provide the creative collaboration between advocates, artists, architects, and educators.

Christine Leu  and Alan Webb work together exercising  their disciplines and talents to design, curate, and produce art in the public realm that beautifies and enriches the collective human experience.

Since 2011, LeuWebb Projects has created a multitude of site-specific artworks across the globe, ranging from ephemeral, technology-driven installations to robust and permanent city fixtures. With each venture, the studio mines its artistic and architectural expertise to unearth how each site’s qualities can serve as metaphors for storytelling and critical discourse.

Two of the LeuWebb projects are show below.  Both are very large taking up a lot of space; something that there isn’t very much of on the City Civic Square.

The space beneath the Gardner expressway was cleaned up and put to public use.  LeuWebb did the following community space for the Robert McLaughlin Gallery in Oshawa.

Both are large space projects – Civic Square won’t have much public space to use.

Conservation Halton created a new use for some of their property – the put in aDisk Golf course and are now operating a league.

Kelso League ’24

Wednesday evenings

    • The first league night is July 24, 2024
  • Format:
    • Typically mixed doubles
    • Experienced & Amateur players will be mixed
  • 6:30 pm tee off (for summer play)
    • Meet at the Trailhead Pro Shop
    • Hours will adjust with the season to accommodate daylight
    • Some weeks will target Glow with a later than usual tee off
  • Do I need to book?
    • The league does not require special reservation or booking beyond a gate fee
    • We strongly recommend all regular league players consider a Conservation Halton Parks Membership to save on gate fees. A Vehicle Pass will provide you with access to eight Conservation Halton Parks for one year from the date of purchase and will allow you to bring anyone with you in the same vehicle!

    • To play a mulligan, the player in question must tell their card they are playing a mulligan and is then responsible for turning in their mulligan card to the League Coordinator at the end of the round
      • If a mulligan card is not turned in, one stroke will be added to the player or pairs final score.

A comprehensive guide about the stocks and their real money value

The buying and selling of stocks, shares and bonds between financial traders has been a fundamental facet of our societies for centuries, with the concept of financial exchanges dating back to the Venetian golden age of the late Middle Ages. As history has progressed, stock exchanges have played an increasingly vital role in global mechanics, operating as the backbone of our global economy. However, despite the obvious importance of stocks, many of us know very little about what they are, how they work, and their real money value. Let’s take a more comprehensive look at these powerful economic entities.

What Are Stocks?

A share certificate in the Ford Motor Company which is a public corporation whose shares are traded on the NYSE.

Simply put, stocks represent the ownership of a fraction of a company. Otherwise known as shares or equity, the purchase of a stock provides the buyer a piece of that company. This allows the owner of the stock to claim a portion of any assets or earnings resulting from the company’s success. For the company, issuing stocks helps to raise capital for their operations allowing them to grow. This symbiotic relationship between company and stockholder is fundamental to our global economic model. Stocks can be divided into two distinct types, common and preferred. Common stocks are the most widely held stocks, providing the owner a vote in shareholder meetings as well as a portion of company dividends. Contrastingly, preferred stocks provide the owner a greater share of the dividends but without any voting rights. The procurement of stocks is seen by many as an opportunity for financial gain, hoping to sell their stocks for a higher price over time while taking in the dividends in the meantime.

What Affects Stock Value?

Firstly, there are a number of different ways in which stocks can be valued. A stock can be valued based on the value of the company using its financial accounts – this is referred to as its book value. However, when purchasing stock many brokers use the market value which is driven by supply and demand and is the actual price of the stock on the market. Alternatively, some may use the intrinsic value which is seen as the true value of the stock based upon detailed financial analysis. Depending on the procurement in play, brokers may take all three valuations into account.

These values are determined by a number of different factors. The economic performance of the company is a key factor in determining the value of its stocks. High sales, new product launches or increased brand exposure can lead to improved financial health of a company which in turn improves its market value. External factors can also significantly affect stock value. Global events such as the COVID-19 pandemic, international conflicts and natural disasters all have an effect on the markets which can results in stocks values to rise or fall. Periods of recession often lead to stock prices to fall while periods of economic recovery can see prices rise again.

Calculating the Real Money Value

Considering this, how do investors determine the real money value of different stocks? By using certain financial ratios, they are able to make informed decisions on where and when to put their money on the table. The price-to-earnings (P/E) ratio, compares the company’s current share price to its earnings per share (EPS). A high P/E ratio indicates that investors expect a high growth potential from the stock in the future even if current earnings are low. The price-to-book ratio (P/B) compares a company’s market value to its book value and is a conservative approach often used in mature industries with a reduced growth potential. This ratio essentially assesses the market value of the company based on its actual worth, making it a useful method for understanding whether a company is under or overvalued. An alternative way of assessing the value of a stock is its dividend yield. While the other two ratios are ideal for assessing potential profits from sales of stocks, understanding how much in dividends you will receive for the price of the stock is a great tool if you want to keep hold of stocks for regular payments. When looking at dividend yields, ensuring the long-term sustainability of their output is key.

Buying and Selling Stocks

Once a stock has been valued using the above methods, investors must then purchase these stocks at centralized locations known as stock exchanges. Stock exchanges such as the NASDAQ and S&P 500 provide investors with a platform to buy and sell stocks in some of the largest companies across all sectors including healthcare, entertainment and technology. While anyone can buy stocks, they must first open a brokerage account in order to access the various stock exchanges. Once the account is set up, funds can be added to the account and orders on stocks can be placed.

Remember the Risk

Every investor needs to understand their own risk tolerance. How much risk are you prepared to take? It is a very personal number you need to think about.

It is important to understand that buying stocks is not a guaranteed money maker and so being aware of the risks involved is vital. Stocks with a high probability of success will often provide a low return, while volatile stocks with a low probability of success could provide huge profits – although the chance of losses is also higher. It is vital to be aware of the complexities of our economic system and remember where there is reward, there is risk.

Conservation has extensive water flow devices to alert them to flooding; that wasn't the case in 2014

A reader asked just how many devices does the Region have to measure the rainfall and how  does the data collection come together.

Device that captures water flow rates of Shoreacres Creek as it flows under Spruce Ave.

Conservation Halton (CH) has access to forty-four rain gauges, twenty-three streamflow gauges, three climate stations, as well as our four major flood control dams. Each of these stations has a datalogger that senses a variable (water level, precipitation, wind speed, etc.) that then sends the data to our data acquisition and storage platform through a cell modem, or other telemetry (broadband, fibre-optic networks..

The system polls these stations every 15 minutes; they also  have access to all the stations in real-time through their system (on-demand access).

All the data is visible for our Flood Forecasting and Operations (FF&O) staff at any time.

There are three (3) Flood Duty Officers, who are on rotation 24/7 (Tuesday to Tuesday).

In 2014 there was one, just one rainfall metering devices and the telemetry for that one wasn’t properly hooked up.  Conservation Halton took the required remedial action.

There are a total of 13 creeks that flow through the city.

Rivers:The LCBO mess is a solution looking for a problem.

Ontario has just lived through another major weather event – the climatic warming of the Caribbean produced Beryl – the earliest category 5 hurricane in Atlantic history.  And the remnants visited southern Ontario this week torrentially dumping near record breaking rainfall, reminiscent of the flood of a decade earlier.  It was a memo to our governments that we need to do more to mitigate global warming and climate change.

But these days Mr. Ford has bigger fish he wants to fry.  So he’s busy defending the sweetheart deal he cooked up with that Spa outfit, giving away public space at Ontario place.   And then there is the smoke and mirrors he is generating in order to justify shuttering Ontario’s Science Centre and move it.

Premier is said to be a teetotaller – but he wants to ensure that you can pick up a 2-4 at a gas station.

But what is really occupying Mr. Ford’s attention these days is killing the LCBO.  He’s doing that by a thousand cuts.  He is accelerating the shift of alcohol sales to the private outlets such that the mighty LCBO, once the largest purchaser of alcoholic products in the world, until it will eventually be seen as unprofitable.  It is kind of bizarre that someone who claims to be a tea totaler would be so interested in making booze even more readily available for more residents of this province.

And that is why the employees went on strike.  It was about keeping their jobs but also about preserving the organization they work for.   And they were successful in stopping the bleeding, at least for the three year term of their contract.  And by that time Doug Ford will be history, they hope.

Though perhaps Mr. Ford is right.  Maybe it’s time to privatize all alcohol sales, get rid of the LCBO.  After all we privatized cannabis sales from the get go and no animals were injured in the process.  But there will be some potential downsides.  First, greater access to alcohol carries the danger of greater underage drinking and drunk driving.  Second, the provincial treasury would likely have to forego the $2 billion or so it receives annually from the LCBO;

Third, increased crime.  A recent study south of the border has linked increased violent crime with the expansion of liquor stores.  Forth, the role the LCBO plays in the promotion and protection of local wines and liquors is at risk.  And fifth, the availability of the wide variety and diversity of products will be gone because smaller retailers will need to focus on a few of the most popular brands.

Handling the empty beer, wine and spirits containers could turn out to be more than small retailers want to take on.

This expansion is already meeting resistance by the very people it is intended to benefit.  Many potential mom and pop, convenience, store vendors are refusing to be licensed to sell plunk.  After all, the privilege of selling booze comes with a price tag,  There is the process of licensing; the underage policing and added security to prevent theft; the additional paperwork; the additional storage and showcasing space; and the requirement to accept and dispatch used liqueur receptacles.

It is hard to see this liquor expansion as anything but a solution looking for a problem.  The original promises of getting booze into corner stores dates back to a time well before the LCBO re-invented itself into the modern retailer it is today.  The best thing Ford could do about the LCBO is give it a less uninspiring name and leave well enough alone.

After all, he promised to be the premier for all the people, not premier for all the booze.
